SRF rebels to meet Sudanese opposition parties in Germany: JEM leader
May 30, 2014 (PARIS) - Rebel groups of the Sudanese Revolutionary Front (SRF) will meet with opposition parties in Germany next June to discuss ways to develop a common platform on constitutional reforms and the national dialogue process, said the leader of Justice and Equality Movement (JEM), Girbil Ibrahim.
"We are seeking to unite the (armed and political) opposition forces on a roadmap the Revolutionary Front proposed (last month). It is not a holy book, but scalable as we are ready to take the opinions of others, to develop it and eventually to have a joint work program," Ibrahim told Sudan Tribune in Paris where he arrived on Friday.
The SRF deputy chairman said the leadership of the rebel alliance will be in Europe to take part in this meeting, stressing that they expect the participation of all the opposition parties including the National Umma Party of Sadiq al-Mahdi and Popular Congress Party (PCP) of Hassan al-Turabi.
Al-Mahdi and al-Turabi accepted to take part in the national dialogue process launched by president Omer al-Bashir last January. But, other political forces mostly from the left, refused the process and suspended the PCP’s membership in the National Consensus Forces (NCF) . The NUP distanced itself from the opposition coalition since last year.
The NUP and PCP " may know secrets that we ignore. So we want to listen to them to learn the reasons that that prompted them to participate in the dialogue, which has no real features," he further said.
Last April the SRF brushed aside Bashir’s call for national dialogue, proposing that Khartoum holds direct talks with the rebel groups to discuss a humanitarian cessation of hostilities and to “settle war-related issues and the particularities of the war affected regions”.
After what, a National Constitutional Dialogue can be held including the opposition parties.
The opposition parties reacted negatively to this roadmap as some fear to reproduce the Comprehensive Peace Agreement negotiated by the ruling National Congress Party and the then rebel Sudan People’s Liberation Movement (SPLM) in 2005. They demand to be involved in the whole process.
Ibrahim pointed out that this process means to discuss matters related to security and post conflict arrangements for Darfur, South Kordofan and Blue Nile.
He said the purpose of the upcoming meeting is to forge a joint vision between the SRF and the opposition forces in line with the New Dawn charter which was negotiated between the armed and political forces in January 2013.
He ruled out any intention to involve the regime in this encounter at the present stage, stressing they believe that a common ground with the opposition is a necessary step for a successful national dialogue.
This common vision will be “most effective and beneficial for the dialogue with the regime” and will allow “to avoid a dialogue of the deaf”, he said.
When reached by Sudan Tribune different officials from the opposition parties confirmed receiving an invitation from the SRF chairman, Malik Agar to meet them in Germany next June.
Kamal Omer Abdel Salam, PCP political secretary told Sudan Tribune that his party is keen to develop relations with all the components of the rebel alliance in order to achieve peaceful settlement and stability in the country.
But he showed reserve to any attempt to move the national dialogue to outside the country, emphasising that his party believes in the need to hold the national dialogue in Sudan.
Abdel Salam added they are preparing to send a delegation to Germany to explain the position of their party on the national dialogue .
SRF leaders before their meeting with the opposition parties will participate in an annual forum on Sudan to be held in Hermannsburg, Germany gathering Sudanese politicians, foreign diplomats, civil society groups and experts.

Sudanese presidency refuses to interfere to secure release of Al-Mahdi
May 25, 2014 (KHARTOUM) – The Sudanese presidency on Sunday has refused to issue directives for the release of the National Umma Party (NUP) leader, al-Sadiq al-Mahdi, declaring that it would not interrupt the legal course.
It pointed to the need for completing the ongoing investigations with al-Mahdi, underscoring its commitment to national dialogue as a strategic choice.
Al-Mahdi was arrested last week, days after he was called for questioning by state prosecutors over statements he made accusing the Sudan’s paramilitary unit known as the Rapid Support Force (RSF) of committing abuses against civilians in Darfur and Kordofan regions.
The Sudanese First Vice President, Bakri Hassan Salih, met on Sunday with leaders of the opposition parties that are taking part in the national dialogue following their call for the immediate intervention of the presidency to release al-Mahdi in order to create an environment conducive for dialogue.
The leaders of the six political forces also called for removing restrictions on public freedoms, saying it is impossible to start the dialogue before releasing the NUP chief.
According to a press statement issued by the presidency, Salih promised to consider the opposition’s request to meet with al-Mahdi in accordance with the law.
The statement pointed that Salih told the opposition leaders that the NUP leader was arrested due to legal procedures and it is necessary to wait until completing the investigation and then considering the next step.
“Institutionalism and commitment to the law are among the most important elements for maintaining and protecting Sudan’s unity”, he added
He underscored the government’s respect and adherence to public freedoms, saying they will not abandon them as long as they are being practiced responsibly and ethically.
Salih also noted that president Omer Hassan al-Bashir’s initiative for national dialogue reflects the strategic orientation of the government, affirming the need not to criticize the regular forces as they represent the safety valve for the country.
“Maintaining authority and morale of the regular forces are imperative for any successful national dialogue”, he said.
Leaders of the opposition parties said in statements following the meeting that the arrest of al-Mahdi and restrictions on freedoms of expression and press hinder the national dialogue, expressing hope that the government removes those obstacles.
The representative of the Reform Now Party (RNP), Hassan Osman Rizg, told reporters following the meeting that government’s recent actions including arrest of university students and political leaders, suspension of al-Saiha newspaper and threats made by the information minister to suspend more newspapers besides preventing peaceful protests and publication of corruption cases of government officials, have left negative consequences locally and abroad.
He pointed out that those government measures would delay or completely stop the national dialogue, saying it put the opposition parties which agreed to participate in the dialogue in a critical position in the face of the other parties which refused to join the dialogue and enhanced the latter’s claim that the government is only “maneuvering” and not serious about dialogue.
Rizg further said what they brought up in the meeting with the 1st VP does not represent stipulations but observations, adding that he expressed understanding for the opposition stance.
“We agreed to find a solution in order to continue the dialogue in a smooth manner”, he added
He added that the future of the dialogue is contingent upon removing the obstacles, saying the dialogue mechanism will meet within a couple of days to discuss the next steps.
The RNP official said the suspension of the NUP participation in the national dialogue casts negative shadows on the dialogue’s atmosphere.
The secretary general of the Arab Socialist Nasserite Party, Mustafa Mahmoud, said the recent developments have negatively impacted the trust atmosphere, pointing that al-Mahdi’s arrest hinders the national dialogue.
He added that they told Salih that certain groups within the government are standing against the political dialogue, saying the 1st VP promised to take this observation into consideration and remove any obstacles facing the dialogue.
Mahmoud said the ball is now in the court of the presidency, stressing that dialogue can’t move forward in atmosphere of “repression and tyranny”.
NUP DETERMINED TO BOYCOTT THE NATIONAL DIALOGUE
Meanwhile, the NUP renewed the call for releasing its leader and ending the “play of the criminal and legal custody”.
It reiterated in statement issued by the party’s supreme committee on Sunday the decision to suspend participation in the national dialogue in protest of al-Mahdi’s arrest.
The statement denied press reports pointing to continuance of its participation in the national dialogue process or existence of dialogue with the ruling National Congress Party (NCP).
“These reports are untrue altogether. The NUP withdrew from the national dialogue. We warn against any attempts to falsify the will of the party and its members who stopped participation in preparatory procedures of the dialogue of the NCP and its accompaniments following the arrest of their leader”, it read.
Last January, Bashir called on political parties and armed groups to engage in a national dialogue to discuss four issues, including ending the civil war, allowing political freedoms, fighting against poverty and revitalizing national identity.
He also held a political roundtable in Khartoum last month with the participation of 83 political parties.
The opposition alliance of the National Consensus Forces (NCF) boycotted the political roundtable, saying the government did not respond to its conditions.
The NCF wants the NCP-dominated government to declare a comprehensive one-month ceasefire in Darfur, South Kordofan and Blue Nile. In addition it has called for the issuing of a general amnesty, allowing public freedoms and the release of all political detainees.
Al-Mahdi’s party is one of the major opposition parties to agree to join the dialogue process amid major division in the NUP base which started viewing their leader suspiciously believing he is seeking rapprochement with the NCP.

حميدتي يطلق رصاصة الرحمة على القوات المسلحة 05-22-2014 06:53 AM صلاح شعيب المعروف أن الجيوش تكون لأداء أمرين مهمين. هما إظهار الهيبة الدفاعية للدولة، ولأداء مهمات قتالية في حال تعرض البلاد لغزو خارجي، أو تحرك عسكري داخلي ضد سيادة قانونها. وإذا كان هذان الأمران المهمان لم يتوفرا في أداء القوات المسلحة لحماية أراضي البلاد الآن، ولإيقاف ما تسميه التمرد فما الذي يمنع القول بانتهاء عصر القوات المسلحة ما دام أن قادة الجنجويد يتباهون في قلب الخرطوم بأنهم أتوا ليحموا البلاد حتى ينام سكان العاصمة هانئين وآمنين؟. إذن في ظل وجود الجنجويد ما هي قيمة الرتب الصغرى، والعليا، في الجيش، والميزانية الهائلة للدفاع التي تبلغ ثمانين من المئة من ميزانية الدولة؟. وما هو دور الحاميات العسكرية المنتشرة على مستوى القطر، وهل انتفى دور الكلية الحربية التي خرجت العديد من طلبتها لتتعلم وتستلهم فنون الدفاع والقتال؟ وإذا كان حميدتي الذي لم يتأهل، ممنهجا، ومنضبطا، من خلال مراكز التجنيد، أو الكلية، هو الذي يضع الخطط العسكرية الآن لمواجهة الحركات المسلحة، ومظاهرات الخرطوم، فمن يدري بمستقبل دوره؟. وعلى هذا الأساس من من الإنقاذيين الذي يرفض أن توكل إلى حميدتي مهمة تحرير حلايب في قابل الأيام، ما دام أن خبراته القيادية القتالية تتجاوز خبرات مهندسي التخطيط العسكري في المؤسسة الدفاعية الأولى؟ وبناء على ما قاله قيادي إنقاذي بأن فسادا ضيع مليارين من الدولارات لإنشاء مبان تحت رعاية وزير الدفاع لصالح المؤسسة العسكرية، إذن فما هو دور أسلحة المدرعات، والطيران، والمدفعية، والأكاديمية العسكرية التي تضم مبان عصرية فخمة، ومهيأة بأحدث سبل التكنلوجيا بشكل أفضل من مجلس الوزراء، ومبنى البرلمان، وكذلك جامعة الخرطوم، ومستشفى أمدرمان، ومباني التلفزيون والاذاعة، وميناء بورتسودان؟ إن قيام ما سميت قوات الدعم السريع بإحلال محل القوات المسلحة يثبت عدة حقائق لا تتعلق بطبيعة الأنظمة الدفاعية للنظام القائم فحسب، وإنما أيضا بالتحولات التاريخية التي أثرت في بنية الدولة المركزية حتى صارت متخبطة في أمر التعامل مع التحديات السياسية، والعسكرية، والدبلوماسية، والأمنية، والاقتصادية. ولعل كل هذه التحديات انفرزت من خلال تاريخ الصراع القديم المتجدد بين قادة ومؤيدي الأنظمة الديكتاتورية ورموز وقواعد مكونات البلاد الرافضة للاستبداد، وادواته التي تتنوع لتقضي على أي محاولات ديموقراطية إصلاحية. إن ما يجري في البلاد نتيجة حتمية للنصب، والاحتيال، الذي مارسته الحركة الإسلامية مجتمعة، أو مفترقة في أدلجة المنتمين للقوات المسلحة بشكل لم يسبق له مثيل طوال فترات العهود التي سبقت الإنقاذ. والذين سيأتون لدراسة تاريخ القوات المسلحة لا بد أنهم سيجدون أن وظيفتها تكاملت مع القمع الداخلي مع غضها النظر عن تغولات دول الجوار على أراضي البلاد في كل اتجاهاتها. فهي كانت مثل حصان ديربي الفروسية، والذي يمتطيه عدد من الجوكية حتى يفقد صلاحيته. فكل من يأتي للحكم لا بد أن يشكل هذه الخدمة القومية بالصورة التي يريد دون اتفاق مع مكونات القطر المجتمعية. والغريب الواضح في قانونها هو أن الذي يستطيع النجاح في الانقلاب يبقى قادرا على امتطائها، ويمنه بعدها أن يقذف بخبراتها إلى الشاراع. أما الذي يفشلون في السيطرة عليها بليل فهو ذات القانون الذي يعرضهم للإعدام إن لم يكن الحبس، أو التجريد، أو فقدان الحقوق. وهذا هو عصب التناقض في دورها على مدار التاريخ السوداني. طبعا لم تكن القوات المسلحة جزيرة معزولة عن المجتمع ككل. ولا يمكن تحميل ضباطها، وجنودها، وحدهم، مسؤولية فشلها في أداء دورها المفترض فيه التكامل مع أدوار مؤسسات تشريعية، وتنفيذية، وقضائية، وتحرير المساحات التي تغولت عليها دول الجوار. فمعظم القوى السياسية تتحمل مسؤولية هذا الفشل الذي وصلت إليه القوات المسلحة ما دعا حميدتي لأن يكون فرس الرهان الأول في حماية الخرطوم بما فيها من قيادة عامة، وأفرعها الممتدة. فهذه القوى السياسية قد سربت كوادرها إلى هذا الجسم القومي، وتكونت خلايا أيديولوجية كان هدفها الأساس تدبير الانقلاب للاستفراد بالسلطة، والتخلص من زملائهم العسكريين الأكفاء أنفسهم. ومع وصول الترابي، وتلاميذه، إلى السلطة تم استخدام القوات المسلحة بأقصى درجات المكر والانتهاز السياسيين لحماية التمكين الكامل للإسلامين في مفاصل المجتمع. وهذا التمكين برغم فشله الواضح في جعل مناحي الحياة العامة مستقرة إلا أنه ما يزال يلعب دورا محوريا ناجحا في إضعاف الدور المتوقع للقوات المسلحة حين يستشعر افرادها المغامرون مخاطر ضياع الدولة. ولعل السبب في فشل الانقلابات العسكرية ضد الإنقاذ يعود إلى إفراغها من كل الأفراد المشتبه فيهم تقدم الصفوف للانقلاب على السلطة. وحين صارت هذه القوات النظامية مفتقرة إلى القومية، روحا وتكوينا، في راهنها، والخبرات القتالية، وتحول صغار وكبار المنتسبين إليها من الضباط إلى مؤدلجين لا يجيدون التخطيط العسكري، والدخول في غمار المعارك، استعانت السلطة بمليشيات تعوض النزيف الحاد في الخبرات التخطيطية، والقتالية. الشئ الآخر هو أن معظم الذين اخترقوا صفوف القوات المسلحة من الإسلاميين هم من الضباط، وليس من المشاة المقاتلين، فلذلك ظلت هناك فجوة في عدد المقاتلين الإسلاميين من المشاة. وكما نعلم عجز مشاة الدفاع الشعبي في أن يكونوا بديلا لمشاة القوات المسلحة المحترفين. ذلك بعد أن فشلت نداءات تحفيز للانضمام إلى هذه القوات التي ورث الجنجويد دورها، وتفرغ المجاهدون للبحث عن حياة الرغد بعد أن شاهدوا القادة الكبار يثنون، ويثلثون، ويربعون في الزيجات. بل ويتبارون في حيازة الأراضي، وامتلاك الشركات، واختلاس المال العام والخاص. إن هذه الوظيفة التي تقوم بها قوات الجنجويدي حميدتي تعد إلحاقا لدور مليشيات كثيرة فشلت في أن تحل محل القوات المسلحة بكفاءة لتردع الحركات، والمظاهرات المنددة بالحكومة في وسط البلاد. ولكن مع بروز التحديات الصعبة للنظام شاهدنا حميدتي يطلق رصاصة الرحمة على دور القوات المسلحة التي فشلت بمدفعياتها، ومشاتها، ومدرعاتها، وطيرانها في تأمين ربوع البلاد بعد إنفصال الجنوب. ولقد لاحظنا أن دور هذه المليشيات كان مقصورا على دعم القوات المسلحة لمنازلة، وملاحقة، الحركات بكل ذلك التجاوز لقوانين الحرب. ولكن الجديد في الأمر هو تمدد هذا الدور ليشمل العاصمة في ظل وجود كل رئاسات الوحدات العسكرية. وذلك يعني إما غياب ثقة النظام في الدور القتالي لأفراد هذه الوحدات التي لم تنجح في مواجهة الحركات بشكل يستأصل قوتها، ويشتت شملها، أو لقناعة السلطويين بأن عمل هذه القوات لا يبقى محدودا في حمايتهم، وإنما سيمتد في حال فقدانهم السلطة كما ألمح غندور. أيا كانت التوقعات، والاستراتيجيات، والمعلومات، التي بنت عليها السلطة القائمة في جعل الخرطوم ميدانيا جديدا لحرب قوات الجنجويد تكون مؤسسة القوات المسلحة قد وصلت إلى آخر مراحل ضمورها تحت ضغط الاستنزاف الذي مارسه نحوها الإسلام السياسي من جهة، والحركات المسلحة من الجهة الأخرى، لم يبق أمام كل المنتسبين إلى القوات المسلحة إلا الاعتماد على حميدتي للحفاظ على استمرار كشف مرتباتهم. salshua7@hotmail.com

Sudan media focuses on ex-PM’s detention

The majority of Sudanese newspapers on Monday concentrated on reactions over the detention of Alsadig al-Mahdi.The Alyoum Altaly (Arabic) newspaper stated that the ruling National Congress Party (NCP) declared that the leader of the opposition National Umma Party (NUP), al-Mahdi, was not arrested for political or security reasons but summoned for questioning over a criminal complaint filed by the National Intelligence and Security Services (NISS).
NCP spokesperson Yasser Youssef was quoted by state media as saying that new charges were filed against al-Mahdi that would not allow him to be released by personal recognizance.
Youssef said that because of his age, status and national contributions al-Mahdi was not held in regular police docks but sent to Kober prison which he said offers better conditions until he is referred to court.
He noted that al-Mahdi repeated his allegations against the RSF, stressing that the NCP wished that things would not reach this stage.
Meanwhile The Sudan Tribune Newspaper quoted al-Mahdi’s daughter, Mariam as saying that her father went through lengthy interrogation since Sunday morning, adding that she does not know the outcome of the investigations.
She disclosed that an NUP delegation met with the head of the African Union High Level Implementation Panel (AUHIP), Thabo Mbeki, and informed him of the party’s decision to suspend participation in the national dialogue.
The Alrakoba (Arabic) newspaper quoted Al-Mahdi’s lawyer, Satie al-Hag, as revealing that his client faces charges of undermining constitutional order and using force against the regime, adding that those charges are punishable by death if convicted.
The Hurriat (Arabic) newspaper disclosed that al-Mahdi has sent a message to his supporters from inside Kobar prison.
Al-Mahdi was questioned before state security prosecutors on Thursday regarding remarks he made accusing the Rapid Support Forces (RSF) of committing serious abuses in conflict zones in Darfur and Kordofan including rape, looting and arson on villages.

Fonti giudiziarie ha detto Giovedi che il giudice ha chiesto alla sudanese Maria Yehia Ibrahim annullare la conversione al cristianesimo e tornare all'islam . Si attirò anche accusato di adulterio per il suo matrimonio con un uomo cristiano .

Le fonti hanno aggiunto che il giudice Abbas Califfo chiesto a Maria se essi tornare all'Islam . Ha detto , "Io sono un cristiano " regola promulgata con la pena di morte .

Un portavoce del ministero sudanese degli Affari Esteri Abu Bakr Siddiq La sentenza potrebbe riprendere in un tribunale superiore .

Khartoum - President Omar Al Bashir received Tuesday evening, two telephone calls from the President of South Sudan, Salva Kiir, and Ugandan President Yoweri Museveni, where the two presidents reassured on the health of Al Bashir , after the surgery in the knee joint two days ago.
Al Bashir conducted, on Sunday successful surgery at Royal Care Hospital, during which his right knee joint was replaced
Al Bashir expressed his appreciation and thanks to the two presidents, Salva Kiir and Yoweri Museveni, stressing to them that he is in a good health.
Consultant of orthopedic, joint replacement and fractures at Royal Care Hospital, Dr. Sharaf Al-Din Al-Jouzouli said, in a press statement, that the operation was successful and under full medical supervision of Sudanese doctors, technicians and technologists, confirming that Al Bashir in good health and recovering well.

Sudan's Got Talent, Sudan's Got HIP HOP Nation!
This short interview with Hussein El-Eligi  the director assistant and one of the members of hip hop nation crew, so let's get to know hip hop nation better, Hussein says that hip hop nation is an online program that cares about all the Sudanese hip hop talents. He added: the nature of the program is to take the youths talents and present it in a very special way, you see, hip hop nation means the mission of the hip hop, hip hop always has an inclusion or a message and our mission is to present this message to the audients and that's where the name of the program came.
When I asked Hussein if there's any institution behind this program, he answered: No, this program is all by our personal efforts without any outer care.
HIP HOP NATION crew includes only three talented men: the director and cameraman Ahmed Ibrahim.  The director assistant, cameraman, and a preparer Hussein  Al-Eligi. And the third man is the graphic Abdul Rahman Ibrahim who works at editing and colors corrector. I think with the magnificent work of those three young men SUDAN still got some great talents, I mean doing such a creative work isn't that easy.
Hussein continue saying: the idea of making this program came from the director Ahmed Ibrahim and the director assistant Hussein El-Eligi and that's me. And we first started the program in 2013, our first shooting was on September then we put it on YOUTUBE and surprisingly we found everybody's talking about the program and how much they liked the idea, then everybody got extremely excited to see our next work.
My next question Hussein is: do you guys choose the people who have talent randomly? And how they come to you? He said: Yes we choose group of people and then choose one of them randomly but most importantly the person we choose muse have a high standard hip hop talent whatever it was, you see, there are many types of hip hop we care about: rap, DJ, graffiti art (which is wall painting), and hip hop dancers.
Q: Who designed the title?
A: The title is designed in a graffiti way by Ahmed Ibrahim
Q: Why you guys are not presenting this program on one of the Sudanese channels?
A:  The Sudanese media is hiding the hip hop, and this is the base of our idea of hip hop nation which is to show our hip hop talents, our talents that the Sudanese media is not convinced with, and those talents are so spread all over Sudan.
Q: Do you face any problems while shooting an episode?
A: Yes, unfortunately sometime we get some troubles getting a permission to shoot an episode, because any location we go to shoot on we must have permission. 
Q: If someone proposed to take care of this program and run it at some other foreign channel are you guys ready to do that? 
A: Of course we will say yes, because our first and last goal is to show the world our Sudanese hip hop talents. We have actually received some supported offers from the United States of America and other famous Arabian radio stations saying that they are ready to support us but the problem was that they had their own conditions which is to belong the whole idea of the program to them and by that we are not going to be related to it and we really didn't like that.
Q: Does HIP HOP NATION have activities other than the online program?
A: Yes, we produce commercials, video clips, and short movies, and we did deal with an international actors and directors.
Q: Do you have a location in Khartoum? And how can anyone get to you? 
A: No we do not have a location yet, but anyone can get to us through our FACEBOOK page: www.facebook.com/HipHopNationsudan.
Q: Do you have other branches outside of Sudan?
A: No, right now we are working only inside Sudan, but we are communicating with other Sudanese talents from other countries and they represent us, and by that the program turns from Sudan to be over the Arab and internationally over the world.

A:  I would like to thank everyone who supported us and stood with us, and gave us motivation to move it on and carry on the program, and I give a special thank to Sudan Vision newspaper for supporting us more.
In the very end, I say Sudan sstill got talents like hip hop nation, such a successful online program done by such few people, and I think it's a brilliant idea to publish a show on the internet so as to let the whole world watch it. So people, be up!  Because more talents are on the way.

في تطور سريع للتكنولوجيا تلاشت بعض الأجهزة والأدوات التي ساهمت في خدمة الانسان، لا سيما بعد دخول أجهزة كهربائية عصفت بالعديد من الأدوات، ومن بينها «مكواة الفحم» التي وجدت رواجاً كبيراً هذه الأيام بعد أن انطلقت اشاعات مجهولة تناقلها المواطنون تتمثل في احتوائها على قطعة معدنية تجذب ذرات الذهب بجانب مادة الرصاص!!! ويتم اكتشافها بوضع جهاز موبايل بداخلها واجراء اتصال عليه.

«آخر لحظة» استمعت لعدد من المواطنين وقد اكدوا ذلك وأن سعرها تجاوز عشرات الملايين، وتعتبر «المكواة الفحمية» آلة اساسها قطعة معدنية لها مقبض تسخن بوضعها على الوابور، ثم تطورت هذه الآلة بعمل صندوق فوق القطعة المعدنية يوضع قليلاً من الفحم ويسخن القطعة المعدنية.. وتجدر الاشارة الى ظهورها في القرن الخامس عشر على يد العالم الامريكي «ويسلي».

S. Sudan’s rival SPLM leaders commit themselves to ending war
May 9, 2014 (ADDIS ABABA) – South Sudan’s president, Salva Kiir, and former vice-president turned rebel leader Riek Machar agreed on Friday to end fighting in the country and allow humanitarian access to affected civilians.
Under the deal the signatories “Agree to immediately cease all hostile activities within 24 hours of the signing of this agreement, thus rededicating ourselves to the cessation of hostilities agreement of 23 January 2014, and further agree to facilitate the full deployment of [the] IGAD Monitoring and Verification Mechanism (MVM)”.
Text: Agreement to Resolve the Crisis in South Sudan
In line with the signed guideline document, the parties also agreed to open humanitarian corridors, and “to cooperate, unconditionally with the UN and humanitarian agencies to ensure that humanitarian aid reaches affected populations in all areas of South Sudan”.
The two leaders further agreed to form a transitional government of national unity and to include all South Sudanese stakeholders in the peace process and the negotiation of an interim government to “ensure broad ownership of the agreed outcomes”.
Peace talks being mediated by the Intergovernmental Authority on Development (IGAD were recently limited to the South Sudanese government and Machar’s SPLM/A in Opposition, however, under the new agreement other stakeholders, including former political detainees, opposition parties, civil society and faith-based groups, will be allowed to take part.
In comments following the signing ceremony, both Kiir and Machar expressed their willingness to implement the agreement and end hostilities.
The two leaders, who prayed together prior to signing the agreement, were later congratulated by the Ethiopian prime minister, Hailemariam Desalegn.
Machar arrived in Addis Ababa late on Thursday, while president Kiir arrived on Friday where he was received by Ethiopian foreign Minister Tedros Adhanom upon arrival at Bole international Airport.
The two parties held separate consultative meetings on Friday with the Ethiopian prime minister prior to the face to face talks brokered by IGAD.
Direct talks got underway later the same day following discussions on ways to resolve the ongoing crisis and arrangements for future transitional governance.
Ongoing peace negotiations between the two sides have failed to reach a lasting political solution to the nearly five-month-old conflict, which erupted in mid-December last year after political tensions between Kiir and his former deputy turned violent.
Kiir accused Machar, who was sacked last July, of staging a coup to overthrow his government by force – an accusation the latter denies.
Friday’s deal aims to speed up national reconciliation and to bring an immediate end to the conflict, which has killed thousands and displaced more than 1.3 million people.
The deal also ensures the inclusion of the group of SPLM leaders who were jail in connection to their involvement in the alleged coup plot, but later released without charge.
Juba initially opposed to their involvement in peace negotiations, saying talks should be restricted to the two parties directly involved in the conflict.
On Friday, Machar met with Pagan Amum, the former secretary-general of South Sudan’s ruling SPLM party, along with three other former colleagues, including Oyai Deng Ajak, Majak Agoot and Ezekiel Lol Gatkuoth.
The meeting was Kiir’s first face to face contact with the group of former political detainees, who had been on trial for treason before the government dropped the case.
Government and rebel negotiators signed a shaky ceasefire agreement on 23 January but the deal was never implemented, with both sides trading accusations of violating its terms.
The fighting has divided the country’s army along ethnic lines, pitting Kiir’s Dinka tribe against Machar’s Nuer group.
The UN has accused both rival groups of committing crimes against humanity, including mass killings and gang rapes.

S. Sudan rebel leader arrives in Ethiopia for direct talks with Kiir

May 8, 2014 (ADDIS ABABA/JUBA) – South Sudan rebel leader, Riek Machar arrived Thursday evening in the Ethiopian capital, Addis Ababa for Friday’s face-to-face talks with president Salva Kiir.
Speaking to Sudan Tribune from Bole international airport, spokesperson of the SPLM/SPLA in opposition, Mabior Garang confirmed that Machar arrived at about 8pm (local time).
The two rival leaders will hold direct talks on Friday, their first meeting since fighting in South Sudan broke out in mid-December last year between the two warring faction.
The agenda of the meeting remains unclear. However, Ethiopia government sources said immediate end of the violence, forming a transitional government and power sharing will be center of discussions.
Also, multiple government officials, including foreign diplomats in Juba claimed the talks would include an outline for an inclusive transitional government in the country
The South Sudanese president was due to travel to the Ethiopian capital on Friday.
Ethiopia’s foreign ministry spokesperson, Ambassador Dina Mufti later told Sudan Tribune that president Kiir would arrive for direct talks in Addis Ababa on Friday.
Kiir and Machar agreed to meet after a visit by the United States Secretary of State, John Kerry to Juba last week. Kerry also had a telephone conversation with Machar.
Both leaders also received an official invitation from the Ethiopian prime minister and IGAD chairperson Hailemariam Desalegn. The two rival leaders are expected to hold consultation meetings with Desalegn, prior to the direct talks.
The conflict in the world’s newest nation erupted on December 15 when President Kiir accused Machar of staging a coup, an accusation the latter denies.
Violence has left tens of thousands of people killed and forced more than 1.3 million to flee their homes.
Both sides are being accused of committing war crimes and atrocities in many parts of the country. The United Nations on Wednesday said crimes against humanity were likely committed by the two rivals.
The rebel and government delegations have been under IGAD-led negotiations since January. However, the two sides have so far failed to make a major breakthrough to end the violence.

S. Sudan’s Kiir accepts interim government with Riek Machar
May 6, 2014 (JUBA) – South Sudan’s president, Salva Kiir, has accepted the formation of an interim government, which includes former vice-president turned rebel leader Riek Machar.
A top aide said the president expressed his willingness on this new administration during Tuesday’s meeting with the United Nations secretary general, Ban Ki moon in the capital, Juba.
“The president has accepted that the government delegation at talks [in Addis Ababa] go ahead with all the discussions, including the interim arrangements,” the aide told Sudan Tribune on Tuesday.
“He wants this conflict to be brought to an end so that a new page is opened, if the formation of the interim administration with Riek and his group can bring peace and stability to the country,” he added.
The South Sudanese leader also assured both leaders of his readiness for direct talks with the rebel leader as a way to resolve the ongoing violence in the new nation.
“He (Kiir) had accepted the formation of transitional government in these meetings and has already authorised the delegation at the negotiation to go ahead with all the discussions, including the interim arrangements,” the presidential aide said.
READY TO END VIOLENCE
Meanwhile, Kiir said he was ready to remove any obstacle to bring peace in the country, reaffirming his willingness to directly meet his former deputy Machar.
“The priority now is to bring peace so that our people return to their homes. With our friends and the international community, we will work together to remove any obstacle to end this conflict. Our delegation at the peace talks has been given full mandate to negotiate in good faith so that they come with peace,” Kiir remarked on Tuesday.
The head of state told journalists at a new conference after holding a high level meeting with the United Nations secretary-general, Ban Ki-moon, that his government was working hard to stop the fighting so that people could return to their homes.
“The priority of the government now is to stop this unnecessary war so that the people could return to their homes. The return of the people who have been affected by this conflict to their homes now is one of the main objectives and focus of the negotiation,” said the South Sudanese leader.
“This is because we feel there would be serious disaster if we do not allow our people to cultivate now,” he added.
Kiir said he was ready to travel to the Ethiopian capital, Addis Ababa, to meet rebel leader Machar, even if the meeting took place soon after he met Ki moon.
“I have assured His Excellency [Ban Ki-Moon] that I am ready now to travel to Addis Ababa, to go and meet with Riek Machar, if he will accept to meet me,” he said.
COOPERATION WITH UN MISSION
Kiir said he had also assured the UN secretary-general of his government’s “continuous cooperation with UNMISS (UN Mission in South Sudan) authorities”.
“The period we have spent with UNMISS under the leadership of Hilde F. Johnson was a fruitful time,” he said.
“[She] has been working with us hand in hand and whatever happened during our crisis, these were misunderstandings but (there is) nothing that happens in human life that cannot be corrected,” he added.
Meanwhile, the UN chief welcomed the president’s decision to directly meet rebel leader Machar, describing it as a necessary step for the return of peace to the nation.
“I visited displaced persons …The United Nations will continue to help them so that they will be able to return to their homes as soon as possible,” he said. “For that to be possible there should be peace and security,” Ban said on Tuesday.
The UN chief vowed to speak with Machar and urge him to find a political solution to the crisis in the country, through dialogue.
“Even though they may have some different political views, there is nothing which they cannot overcome,” said Ban.
“They are same people, same country – this is their country,” he added.
Ban also called on both leaders and those in command of military units to fully protect the civilian population and also respect international humanitarian and human rights laws, adding that those who committed crimes would be brought to justice.
“The United Nations is behind the people of South Sudan, and that is why I am here,” he said.
LIP SERVICE?
Analysts, however, expressed scepticism over Kiir’s statements, with some arguing it was simply an attempt to diffuse mounting international pressure on his administration to stop military offensive against rebel fighters.
“There was nothing new in the statement I have heard today. The president as usual expressed readiness to bring peace but has that ever happened? We have heard similar and powerful statements before. It is one thing to say something and it is completely another to put into action. Our people have had enough rhetoric and political narratives without substantive action,” a critic of the Kiir administration who spoke on condition of anonymity told Sudan Tribune on Tuesday.
“The statements we have heard before were merely uttered for public relations. There was nothing serious about them,” he added.
However, the country’s deputy foreign affairs minister said Kiir’s government had done everything possible to bring peace to the country, but that the rebels have never reciprocated on their part.
“The government has as a matter of principle made it abundantly clear that it is fully committed to working for peace and reconciliation so that our people live together as brothers and sisters. The visit of the United Nations secretary-general is therefore complimentary to the current efforts to end this conflict,” said Peter Bashir Gbandi.
