Sudan’s 7+7 committee reaches partial agreement on national dialogue

July 23, 2014 (KHARTOUM) – Sudan’s national dialogue committee known as 7+7, comprised of government parties and opposition ones, on Wednesday said it has partially agreed on a roadmap for a process to realise peace and democratic reforms.
Last Sunday, the committee discussed two separate papers on the dialogue’s principles, objectives, issues, participants, timetable, structures, and venue. It also agreed to prepare a draft framework agreement to be discussed in the committee’s meeting with the Sudanese president, Omer Hassan al-Bashir, on Thursday.
Presidential assistant, Ibrahim Ghandour, said in statements on Wednesday that the committee agreed to more than %90 of the roadmap, saying the framework agreement would be completed no later than Eid al-Fitr [feast of breaking the fast of Ramadan] holiday.
He expressed optimism that political forces would confidently move towards the national dialogue.
The deputy chairman of the Reform Now Party (RNP), Hassan Rizq, told Sudan Tribune that the meeting discussed integration of the government and opposition positions in a single paper besides identifying points of differences and ways to resolve them.
Rizq refused to go into details of their disagreement, pointing that opposition parties presented their views in all controversial issues. But he underscored existence of broad consensus in all issues at stake, saying that some issues need more discussion.
The RNP official further pointed that the unified paper will be discussed in a meeting with president Bashir on Thursday.
However, reliable opposition sources told Sudan Tribune that the ruling National Congress Party (NCP) expressed reservation on issues of the transitional government and review of elections law while opposition forces insists on discussing these issues before the 2015 elections.
The opposition parties call for forming a national unity government during a transitional period and to postpone elections general elections scheduled for April 2015.
They also demand to allow political freedoms in order to create a conducive environment for the national dialogue and accommodate political forces which refused to participate in the process.
Observers say the momentum for the national dialogue has weakened substantially as a result of the government’s recent crackdown on opposition figures, activists and newspapers. They also point that the insistence of government on holding the April 2015 elections on time contrary to opposition demands.
The National Umma Party (NUP) suspended its participation in national dialogue following detention of its leader, al-Sadiq al-Mahdi in May after he criticised government militia, accusing them of committing war crimes in Darfur. After his release in June, Mahdi said there is a need to review the current process and to include rebels in the political process.
The RNP , which was established by a splinter group from the NCP, also boycotted the national dialogue for a while before resuming its participation, vowing to work towards achieving a political consensus to end war and restore democracy in Sudan.
Last January, Bashir called on political parties and armed groups to engage in a national dialogue to discuss four issues, including ending the civil war, allowing political freedoms, fighting against poverty and revitalizing national identity.
The opposition alliance of the National Consensus Forces (NCF) boycotted the political roundtable, saying the government did not respond to its conditions.
The NCF wants the NCP-dominated government to declare a comprehensive one-month ceasefire in Darfur, South Kordofan and Blue Nile. In addition it has called for the issuing of a general amnesty, allowing public freedoms and the release of all political detainees.

UN urged to probe alleged cover-ups and manipulations by its mission in Darfur

Strengthen Peacekeeping Mission’s Rights Reporting, Civilian Protection
(New York, June 25, 2014) – The United Nations secretary-general should investigate alleged cover-ups and manipulation of human rights reporting by the African Union/UN peacekeeping mission in Darfur (UNAMID), Human Rights Watch said today. On June 17, 2014, the prosecutor of the International Criminal Court (ICC), in her report to the UN Security Council, called for a “thorough, independent and public inquiry” into the alleged reporting problems.
In April, Foreign Policy published allegations based on internal reports leaked by the peacekeeping operation’s former spokeswoman, Aicha al Basri, that the mission’s leadership – reluctant to cast blame on the Sudanese government – had failed to accurately report on crimes committed by government forces. These included indiscriminate aerial bombing that killed civilians, and attacks on peacekeepers, such as the attack at Muhajeriya in South Darfur in April 2013 that killed a peacekeeper and injured two others.
“Civilians in Darfur are being killed, and the allegations that peacekeepers looked the other way are devastating,” said Daniel Bekele, Africa director at Human Rights Watch. “The peacekeepers are under a lot of pressure and in a dangerous situation in Darfur, but the Security Council should conduct an independent inquiry into whether rights reports about Darfur have been suppressed or manipulated, and take appropriate action.”
The Security Council, when it renews the operation’s mandate for a seventh year in August 2014, should require the peacekeeping mission to regularly and publicly release its human rights reports, Human Rights Watch said.
The Darfur conflict, now in its 11th year, has intensified over the last year-and-a-half for various reasons, including widening conflict between government and rebel groups across the country, and economic drivers. There have been repeated government attacks on villages resulting in civilian deaths and injuries, large-scale destruction of civilian property, looting of livestock, and the forced displacement of hundreds of thousands of people.
The government has been bombing populated areas, as recently as June 9 based on media reports, and has deployed the so-called Rapid Support Forces (RSF), a pro-government paramilitary force, to attack dozens of villages since February this year. Government authorities have also failed to stop large-scale inter-communal conflict in which government forces clearly participated to support one side.
Among the allegations by al Basri are that the peacekeeping unit failed to report a government bombing campaign in North Darfur in March 2013 to the UN security council, or make clear the government’s role in inter-communal conflicts, including the 2012-2013 conflict at a gold mine at Jebel Amer in which hundreds were killed and more than one hundred thousand people were forced to flee their home.
Fatou Bensouda, the prosecutor of the ICC, which in 2005 opened an investigation into crimes committed in Darfur, supported an independent investigation into the former spokeswomen’s allegations. Several Security Council members have endorsed the call.
These allegations followed an African Union and UN review of the peacekeeping operation that noted the need to increase the mission’s effectiveness in the context of the ongoing conflict in Darfur. The review established new priorities for the mission focusing on mediation between the government and rebels, protection of civilians and delivery of humanitarian aid, and resolving inter-communal disputes. The review did not, however, call for any improvements in human rights reporting, or make recommendations to improve accountability for attacks on civilians and peacekeepers, Human Rights Watch said.
The peacekeeping force has long been criticized for failing to protect civilians or report publicly on violations of international human rights and humanitarian law in Darfur by parties to the conflict, including the government of Sudan. Human Rights Watch and others have documented numerous instances in which peacekeepers did not reach locations where attacks occurred, either because of government restrictions or failing to press hard enough, undermining not just the mission’s ability to protect civilians, but also to report accurately on abuses.
The Sudanese government’s restrictions and chronic security threats to the peacekeepers have hampered the mission’s effectiveness. Attacks on UNAMID forces have killed 58 peacekeepers since 2008, one of the highest fatality rates in UN history, while government restrictions on travel have blocked many planned missions. Despite these restrictions, the peacekeepers have unparalleled access to current, accurate information on developments in Darfur, Human Rights Watch said.
However, public reporting about human rights abuses against civilians, a central aspect of UN work in Darfur since 2004, has all but ceased. The last public human rights division report on Darfur, by the UN Office of the High Commissioner for Human Rights, was issued in January 2009. The periodic reports by the peacekeeping force to the UN secretary-general provide an overview of the situation. However, they usually contain only a few paragraphs on human rights cases, even though the peacekeepers have more than 50 human rights officers on the ground.
“The UN secretary-general has pledged to place ‘Rights up Front,’ and the Darfur mission is now a test case for that approach,” Bekele said. “The conflict and abuses are intensifying in Darfur, making accurate, timely public reporting on human rights abuses more important than ever.”

حدثني صديقي, الصحافي السوداني المقيم بلندن, أن مولانا السيد محمد عثمان الميرغني روى لطائفة من المدعوين التقاهم عقب خروجه من المعتقل والسودان أوائل عهد "سلطة الإسلاميين الإنقلابية" أن الشيخ الدكتور حسن الترابي دعاه والسيد الإمام الصادق المهدي ل"حوار" في سجن كوبر حيث كان يقيم ثلاثتهم, وقال مولانا الميرغني أن الشيخ الترابي أبلغهما أن الإنقلاب قادته مجموعة شبابية إصلاحية تريد إنقاذ البلاد من المخاطر المحيطة بها, وأنهم مستعدون للتواصل والتفاهم مع أبناء جيلهم من القوى السياسية المختلفة, وخلص إلى اقتراح بأن يبارك ثلاثتهم السلطة الجديدة, وأن يتنحوا تاركين للعناصر الشبابية في الأحزاب الثلاثة فرصة التلاقي والتعاون لإخراج البلاد من مأزقها ووضعها على طريق جديد. وأضاف محدثي أن مولانا الميرغني أطلق ضحكته الشهيرة وهو ينقل لهم تعليقه على اقتراح الترابي "معقول يا شيخ حسن عاوز تمقلبنا مرّتين, تعمل انقلاب وتدخلنا السجن, وكمان عاوز تحيلنا على المعاش".

والطرفة الأخرى الشهيرة ذات المغزى في شأن مفارقات فصول المسرح السياسي لأيام "الإنقلاب" الأولى, ما رواه زعيم الحزب الشيوعي الراحل الأستاذ محمد إبراهيم نقد حين حضّ الدكتور الترابي على إنهاء لعبة التمويه واستطالة البقاء بين معتقلي كوبر دون مبرر "يا شيخ حسن كتر خيرك جاملتنا, لكن أحسن تطلع تلحق ناسك ديل قبل ما يخربو عليك", ولأن الشئ بالشئ يذكر يبدو أن نصيحة نقد للترابي التي بدت كطرفة يؤكد مؤرخو تلك الفترة من المقربين للشيخ الترابي أنها كانت اللحظة التي استغلها مساعدوه الذين فوّضهم لتثبيت أركان سلطتهم على حسابه بتمديد فترة استضافته في كوبر, على أية حال ليس هذا موضوعنا.
الدلالة في روايتي مولانا الميرغني والأستاذ نقد, ونضيف إليها ما اعترف به الأمام الصادق أخير بما وصفه ب"وجود مشكلة كيمياء" بينه وصهره الشيخ الترابي في إشارة إلى صعوبة التواصل والتلاقي النفسي بينهما, ربما بدواعي الغيرة وتنافس الأنداد, وإذا ذهبت تستدعي التاريخ القريب للملاسنات المتبادلة بين الرئيس البشير والترابي على خلفية الصراع المرير على السلطة بينهما, تفصح كلها عن "الصراعات الخفية" المسكوت عنها في واقع العلاقات الحزبية المتأزمة بين القوى السياسية الكبرى في السودان بفعل تأثير تصورات القادة وانعكاسها على مسار ومجريات الأحداث السياسية في البلاد.

تتداعي هذه الصور لتؤكد أن مساعي "مبادرة الحوار الوطني" المتقلّصة بفعل اتساع رقعة المقاطعين لها من قوى المعارضة اليسارية والحركات المسلحة, إلى الانسحاب "التكتيكي" لحزبي الأمة والإصلاح يقف وراءها جبال من انعدام الثقة في "جدوى" الحوار وأجندته الحقيقة أو بالأحرى عدم وضوح حسابات الربح والخسارة بالنسبة لكل طرف في مآلاته النهائية.

وقد برز الدكتور الترابي وحده "مؤمناً بالحوار على أية حال" وبأي وجه تمّ, وتمسكه به ك"إيمان العجائز" على نحو يغذي من الشكوك حول دوافعه ويستدعي كل ذلك الرصيد من العلاقات المتوجسة بين القادة السياسيين بكل مساجلاتها ومواقفها الملتبسة, ولذلك يبقى الموقف من سائر العملية الجارية بإسم الحوار الوطني محل للمناورات وتسجيل النقاط والمكاسب الحزبية بدلاً من أن تكون ساحة لتسوية تاريخية شاملة.

بالطبع من السذاجة المفرطة اعتبار أن دواعي "الحوار الوطني" المطروح والتفاعل معها اقتضها اعتبارات المصالح الوطنية العليا كالخشية على مصير الوطن من الإنزلاق إلى هاوية االفوضى أو لتلافي المخاطر المحدقة بها, فهذه كلها ظلت حاضرة باستمرار وليست من الاكتشافات المستحدثة, بل هو واقع ظل يتفاقم دون أن تكون هناك تحركات جدية لتداركه إن لم تسهم الصراعات لمدفوعة أحياناً بالتنافس الزعامي في تأزيمه, ما نشهده في الواقع هي مجرد حلقة من سسلة طويلة من التحالفات المتبدلة تهدف لإعادة تفكيك وتركيب التحالفات السياسية الراهنة في ظل المستجدات الطارئة يتم التوسل إليها بلافتة الحوار الوطني.
وبدلاً من إرهاق الناس بأحلام مجهضة, فمن الأفضل بدلاً من هذه "اللفة الطويلة" اختصار الزمن وإعادة تشكيل التحالفات دون الحاجة لاستلاف "مسرحية سجن كوبر".

Egli ha ribadito la sovranità del Sudan attaccato ai suoi principi outs di dominio e di sfruttamento delle sue risorse, sottolineando che il Sudan era destinata fin dai tempi antichi per la sua posizione geografica e più risorse.
Ha detto che lo Stato fornisce una lettera al legislatore per l'esame mira ad ampliare la cerchia di Shura in quanto rappresenta l'opinione del popolo sudanese.
Il Presidente della Repubblica, la determinazione dello Stato di ampliare il cerchio della pratica politica e promuovere la libertà del cittadino sudanese secondo la legge e senza violare i diritti degli altri e dei diritti comuni che invitano i parlamentari a prestare attenzione ad affrontare le questioni e problemi del paese, in particolare i conflitti tribali alimentati dai nemici della patria.
E in relazione alle elezioni in programma nel mese di aprile prossimo presidente della Repubblica ha detto che l'obbligo costituzionale e che non c'era motivo di rinviare diretto la Commissione elettorale nazionale a fare pienamente il suo ruolo in questo settore.
Il Presidente della Repubblica alla legge elettorale nella sua forma attuale può tutte le forze politiche di entrare nel parlamento e detti che vogliamo un parlamento che rappresenta tutta l'arena politica.
Ha elogiato il Presidente della Repubblica gli sforzi compiuti dalle forze armate e le altre forze regolari nella difesa delle conquiste del paese, lodando le truppe sostenere la rapida, che ha detto che era in grado di risolvere i ribelli in diverse aree del Sud Kordofan e del Darfur afferma ha fatto per proteggere l'onore della nazione, "163", come un martire e un numero di feriti durante i soli cinque mesi.

Da parte sua, il dottor Fatih Ezz Eddin, capo del corpo legislativo che il discorso, signor Presidente della Repubblica ha subito una riflessione approfondita e discussione da parte dei membri della Commissione sotto forma di commissioni specializzate da più assi, che trattavano il discorso.

Sudan to review anti-terror pact with US: state media

July 11, 2014 (KHARTOUM) – The Sudanese government is in the process of reviewing the anti-terrorism accord it has with the United States to protest the status of political relations between the two countries.
Sudan’s official news agency (SUNA) quoted a senior foreign ministry official who requested anonymity because the decision has not been announced or communicated to the US side, as saying that his country remains committed to the fight against terrorism in line with national security and in accordance with international conventions and treaties in this regard.
The official emphasized that Sudan’s regional role is central to combating terrorism and justified their move by saying that bilateral relations, which should establish the overall policy framework for this cooperation, is inconsistent with the spirit that Sudan has demonstrated in its cooperation in this field with the United States.
It is not clear when this bilateral accord was signed and under what terms.
In response to a question from SUNA on status of bilateral relations with the U.S., the source explained that Washington continues to classify Sudan as a state sponsor of terrorism despite recognizing on a yearly basis its cooperation in the field of anti-terrorism.
The official also noted that the US keeps tightening its economic sanctions and goes after banks and financial institutions that deal with Sudan as well as obstructing the country’s efforts to obtain funding and grants from international financial institutions.
Furthermore, the official mentioned what he described as negative attitudes towards Sudan in international organizations, especially the UN Security Council (UNSC).
The latest US annual Country Reports on Terrorism states that “the Government of Sudan remained a generally cooperative counterterrorism partner and continued to take action to address threats to US interests and personnel in Sudan”.
However the report said that despite Khartoum’s efforts, terrorist groups continued to operate in Sudan in 2013, adding that there are reports of Sudanese nationals participating in terrorist organizations, citing the attack on Westgate Mall in Nairobi last year.
The report also said that over the past year, authorities continued to allow members of Hamas to travel, fundraise and live in Sudan.
Sudan was placed on the US terrorism list in 1993 over allegations it was harboring Islamist militants working against regional and international targets.
The east African country has also been subject to comprehensive economic sanctions since 1997 over terrorism charges and human right abuses. Further sanctions, particularly on weapons, have been imposed since the 2003 outbreak of violence in the western Darfur region.
In 2005, the Los Angeles Times revealed that former Sudanese spy chief Salah Gosh was a main point of contact for the Central Intelligence Agency (CIA) war on terror in the Middle East.
The newspaper reported that the CIA ferried Gosh aboard a private charter jet into Washington for secret meetings to discuss cooperation on tracking down Islamic extremists groups leveraging on Khartoum’s extensive dealings with them.
A senior US official commented on the visit saying that Gosh “has strategic knowledge and information about a critical region in the war on terror. The information he has is of substantial value to law enforcement, the intelligence community and the US government as a whole, and this relationship will be of both current and future value”.

وأخيرا اكتملت فصول سيناريو الانتخابات القادمة بأحكام بتعيين د مختار الاصم رئيسا للمفوضية القومية للانتخابات بقرار جمهوري, ود الاصم لا يحتاج الي تعريف بسيرته التي تزكم الانوف بقدر ما تأكد تماما للشعب السوداني بالدليل القطعي و كل من قلبه حبة خردل من شك الي اين ستتجه الانتخابات القادمة, وبالمقابل قرأت تصريحا مصدره وكالة سونا للأنباء في يوم 3/6/2014 وهو اعلان هيئة الاحزاب والتنظيمات السياسية(احزاب الفكة) تمسكها بأجراء انتخابات علي مستوي رئاسة الجمهورية حال تعذر قيام الانتخابات العامة في موعدها , وجاء التصريح علي لسان رئيس الهيئة الاستاذ عبود جابر سعيد مضيفا : ان موقف احزاب الهيئة يؤكد حرصها والتزامها بالحفاظ علي كينونة الدولة من خلال وجود رئيس منتخب من الشعب السوداني (انتهي), ولكن المضحك والمبكي أن هيئة الاحزاب والتظيمات السياسية المنضوية تحت لواء المؤتمر الوطني حريصة علي مصلحة بقائها في السلطة اكثر من المؤتمر الوطني نفسه , واكثر من حرصها علي احوال المواطن الغلبان , فهيئة الاحزاب والتنظيمات السياسية هي الكيان الشرعي التي يستمد منها النظام الحاكم الشرعية في مقابل الامتيازات التي يتحصلون عليها, فهي كالكلاب تتبع سيدها للمزيد من الفتات , فهذه الاحزاب المهادنة للنظام هي اس البلاء فهي كالنبات الطفيلية والنباتات المتسلقة التي لا تستطيع القيام بذاتها , ولا بد لها من جسم تعيش فيه وتتسلق عليه وتحجب عنه ضوء الشمس, فهؤلاء هم افة العمل السياسي والعمل العام في كل زمان ومكان , ولا دواء لهم الا بالديمقراطية ,فهم يتاجرون بقضايا المواطن الغلبان , وقد اخرجت الانقاذ الكثير من الانتهازيين واصحاب المصالح ومنظمات المجتمع المدني والاحزاب الكرتونية التي تعرف في ادبنا السياسي بأحزاب الانابيب, فالتاريخ سيخط بيده ان هذه الاحزاب قد اختارت ان تقوم بدور المحلل في مشكلة الزوجة المطلقة بالثلاثة في انتخابات الرئاسة ..

في انتخابات اتحاد المحامين الاخيرة كنت قد وجهت رسالة الي اخوتي المحامين داعيا اياهم الي مقاطعة الانتخابات المدفوعة القيمة ,المعروفة نتائجها مسبقا لكونها لا تتوفر فيها ابسط مقومات العدالة, وقد ركزت بشدة علي اتحاد المحامين كونه اهم الاتحادات شأنا واعلاها قيمة , وتشهد انتخاباته حربا طاحنة من جميع الاطراف المتصارعة, خصوصا في الدول البوليسية للظفر بهذا اللقب المهم ولا تضاهي انتخاباته الا الانتخابات الرئاسية , وبالتالي الانظمة البوليسية تخشي من فقدان هذا اللقب حتي لا تسقط ورقة التوت من عوراتها , فمن الطبيعي ان يسعي نظام الانقاذ بكل ما اوتي قوة وسلطان وطرق مشرروعة وغيرها من اجل ان يظفر بلقب اتحاد المحامين , وقد اوضحت في رسالتي للاخوة المحامين بأن الحزب الذي يعرف كيف يفوز بأنتخابات دولة بأكملها بطريقة لا أخلاقية سيستطيع بذات الاساليب الماكرة ان يفوز بلقب اتحاد المحامين, ومن هنا كانت مناشدتي لاخوتي المحامين بالمقاطعة كونها ستشكل ضربة قوية للنظام الحاكم وتنزع عنه شرعية الانتخابات, وبالتالي كانت المقاطعة من اكبر طبقة مستنيرة في البلاد ستشكل خطوة محفزة لكل الكيانات والفئات الاخري لكي تسير في ذات الاتجاه . وستصب الخطوة في اتجاه المقاطعة الكبري للانتخابات الرئاسية القادمة, والتي ينبغي ان تستعد لها كل الكيانات المعارضة منذ الان بتكثيف جرعات التوعية للجمهور, لأن الوقت يمضي علي عجل , ولكن ذهب كل ما ذهبنا اليه ادراج الرياح بعد ان اصرت اعداد مقدرة من المحاميين خاصة الجناح المحسوب علي التحالف علي ان يخوض مع الخائضين بحجج واهية , وبعد ان ظهرت النتائج النهائية بكل أسف اعترض الكثيرون بشدة علي النتيجة النهائية , لأنهم لم يستفيدوا من التجارب ,وتوقعوا ان يفرش لهم المؤتمر الوطني الطريق بالورود, فقد كان عشمي كبيرا من هذه الطبقة الواعية التي تحمل لواء الاستنارة في البلاد, ولكن اذا كان هذا هو حال اكبر طبقة مستنيرة في هذه البلاد , فكيف سيكون الحال علي الفئات الاخري التي تكون متبقي فئات الشعب السوداني, فمقاطعة الانتخابات القادمة اصبحت ضرورة ينبغي لكل الجهات المعنية من احزاب المعارضة الحقيقية التي عينها علي هذا الوطن الجريح ان تعمل لها منذ الان ,لان النجاح في هذا المسعي من شأنه ان يقود الي وسائل اخري اكثر فعالية كالعصيان المدني , ولكن لماذا ادعوا لمقاطعة الانتخابات القادمة.....؟ لانها الوسيلة الوحيدة التي ستعطي الشرعية لهذا النظام البوليسي كي يجثم فوق صدورنا و(يركب فوق ظهورنا ) لمرحلة انتخابية قادمة , ثم الاهم لانها ببساطة لن تتوفر فيها ابسط مقومات العدالة , فهي مفصلة علي النظام الحاكم ,وبالتالي فمن المستحيل ومن سابع المسحيلات ان ان يتفوق عليه اي حزب اخر ما لم تكون حكومة انتقالية لحل الازمات القائمة وتهيئة البلاد لانتخابات حرة ونزيهة, وسأورد الدلائل التي تؤكد صدق ما سأذهب اليه .

أن اكبر هذه الادلة ان نظام الحكومة المعروف بالمؤتمر الوطني ليس حزبا سياسيا بالمعني المعروف في النظم الديمقراطية , حيث الفرق واضح في العلاقة بين جهازي الحزب والدولة , فعلي مدي اكثر من عقدين من ونصف من الزمان ظل النظام يصادر كامل اجهزة الدولة الرسمية لصالح مظلته السياسية من خلال عمليتي الاستئصال والاحلال والتدجين بالترغيب والترهيب ,وقد وقعت هذه العمليات تحت غطاء شعارات الصالح العام , التمكين , القوي الامين , الخدمة العامة بكل شقيها المدني والنظامي , ليس هذا فحسب بل بل امتد الامر الي سوح الدراسة الجامعية باحلال الاقل درجة في النجاح في مقاعد الاعلي درجة تحت غطاء الدبابين وأغطية اخري بشهادة مدير جامعة الخرطوم لصحيفة الصحافة في العام 2009 برهانا ساطعا علي ذلك , وفوق ذلك امتدت سطوة السلطان بالاغراء والاكراه والارهاب خارج الجهاز الرسمي, منظمات العمل الطوعي والادارة الاهلية ورجال الاعمال والمهنيين والاعلاميين وغيرهم من الفئات المؤثرة, ولقد بلغت سطوة السلطان بأن بات معها الانتماء للمؤتمر الوطني وحمل بطاقته ضرورة لقضاء الحاجات عند الكثيرين, وبالتأكيد هذه ليست عضوية عن قناعة حتي يتبجح بها بعضهم حيث يتخدثون عن 5 ملايين عضو أو 10 ملايين كما يتبجحون هذه الايام, ثم السبب الثاني الذي يؤكد ما ذهبنا اليه لعدم نزاهة الانتخابات ان المؤتمر الوطني ليس حزبا يمكنه ان يفقد السلطة ثم يستمر في الحياة العادية دعك من ان يعشم في العودة اليها مرة اخري في دورة قادمة , فالبقاء في السلطة مسألة حياة والخروج منها مسألة موت لحزب اقترف بها ويلات التنكسل الافظع في تاريخنا السياسي بالخصوم وحروب الابادة ضد قوميات بعينها والفساد من كل نوع , فلا مجال للتخلي عن مظلة الحماية الوحيدة مهما كان الثمن , ومما يقوي المؤتمر الوطني انتهاج اي اسلوب في سبيل الاحتفاظ بالسلطة عدم التقيد بأي سقف اخلاقي في ميكافيليته المدهشة .

ان انعكاسات تلك الاسباب التي ذكرناها كانت واضحة في الممارسة العملية ذات الصلة بالعملية الانتخابية لجهة نزاهتها من عدمه, وفي الحقيقة فأن التعبير الادق ليس ان الانتخابات ستزور بل ان قدر كبير منها قد تم تزويره في المراحل الاولية كما حدث في الانتخابات الاخيرة 2010,فمرحلة التلاعب بدأت بالاحصاء السكاني في العام 2008 والمشكلة الكبري ان نتيجة الاحصاء السكاني السابقة ستكون مرجعية للانتخابات القادمة2015, فقد بدأ التزوير بالاحصاء السكاني العنصري المزور, ونتائج الاحصاء الاخيرة 2008ليست هي سوي اسقاطات مسبقة تمت بدوافع عنصرية ,والادلة علي ذلك لا تكاد تحصي , فلأن نسبة السكان اصبحت بموجب اتفاقية نيفاشا والدستور الانتقالي معيارا اساسيا لقسمة السلطة والثروة الي جانب اهميتها في تعريف الهوية الوطنية , فقد عمد النظام مدفوعا بنزعته العنصرية واطماعه السياسية لتخفيف نسبة الاقاليم والاثنيات التي يعاديها النظام , فقد وقعت وطأة التزوير بوجه خاص علي اقليم دارفور الكبري وجبال النوبة والنيل الازرق, ولا يخفي اي مراقب موقع هذين الاقليمين في اجندة النظام الحاكم , ووقع ثقل التزوير ايضا علي المدن الكبيرة في انحاء البلاد المختلفة بأعتبارها اعلي وعيا نسبيا يصعب التلاعب فيها ويسهل العمل السياسي فيها علي القوي السياسية المعارضة مع شح امكانياتها , وبالتالي كان العمل علي تقليص دوائرها من مصلحة المؤتمر الوطني وقد حملت النتائج مفارقات مذهلة وعلي سبيل المثال من تلك المفارقات : تراجع نسبة الجنوبيين من حوالي الثلث الي 21% وهذه نسبة طعن صحتها حتي المدير الاسبق لجهاز الاحصاء البروف عوض حاج علي وهو من منسوبي النظام الحاكم , واشار في افادة له ان نسبة الجنوبيين 26% وليست 21% اما بالنسبة لاغلب المختصين والمهتمين فأن نسبة الجنوبيين لا تقل عن 30% , ومن مفارقات الاحصاء السكاني المدهشة تراجع دوائر مناطق الفور والزغاوة والمساليت في اقليم دارفور لنحو الثلث عما كانت عليه في العام 1986 وذلك بالحساب النسبي للدوائر الجغرافية, وفي المقابل ارتفع تعداد العرب الرحل وبالتالي ارتفعت نسبة دوائرهم بنسبة كبيرة عما كانت عليه في العام 1986 ويا للعجب ....!

ومن المفارقات المدهشة والمضحكة ذات الصلة بالمدن الكبري ان تعداد مدينة نيالا اقل من محلية البرام , وتعداد مدينة بورسودان اقل من من محلية هيا , فهذه المفارقات المذهلة برهان ساطع علي تزوير عملية الاحصاء السكاني, ثم جاءت مرحلة التسجيل كمشهد مكمل لتسقط ورقة التوت من عورة ذلك الاحصاء العنصري, وبالرغم ما شابه التسجيل من اخفاقات هدفت لتصعيبه حيث لا يحظي النظام الحاكم بالتأييد, ومن هذه الامثلة تعداد منطقة الكواليب شرق الدلنج تمثل لوحدها دائرة انتخابية منذ العام 1935 بلغت نسبة الاحصاء فيها 800 نسمة بينما تسجيلها بلغ 10000 مع ضعف الاقبال علي التسجيل , والي جانب التلاعب بالاحصاء العنصري الذي انبنت عليه قسمة الدوائر الجغرافية كما اشرنا والتي لا تعكس الواقع بالضرورة, فقد كان التسجيل خطوة اساسية للمضي في ذات الخط من التلاعب .

ان من يعرف تنظيم الاخوان المسلمين جيدا لن يتورط معهم في مسرحية هزلية مثل الانتخابات , ففي سبعينيات القرن الماضي وثمانياته كانوا مستعدين لأن يقتلوا في سبيل السيطرة علي علي اتحاد جامعة الخرطوم, فكيف يستقيم أن يفرطوا في دولة استولوا عليها عن طريق الانقلاب ليأتي غيرهم ويحرمهم من هذه البقرة الحلوب , ومن المؤسف في الانتخابات الاخيرة ان الغالبية قد ركزت علي المراقبة الدقيقة في مرحلة الانتخابات وتوجيه النقد لها والطعون القضائية بما فيها الاحزاب نفسها ,وتناسوا مرحلة الاحصاء السكاني التي حسمت فيها النتيجة لصالح الحزب الحاكم , فالتلاعب بالاحصاء ومن ثم ترسيم الدوائر الجغرافية اضافة للاستغلال الفاحش لامكانيات الدولة واحتكار الاعلام الرسمي كل هذا لا يكفي , مضي نظام المؤتمر الوطني لأكثر من ذلك لتعزيز القوانين المقيدة للحريات بأصدار اسوأ قانون للامن الوطني في تاريخ البلاد, وبالتالي يعتبر كل ما تقدم يؤكد بوضوح انه لا مجال لاجراء انتخابات حرة ونزيهة الا في حال قيام حكومة قومية انتقالية تعمل علي تهيئة البلاد لانتخابات حرة ونزيهة كما اشرنا أو محال تحقيق ذلك من قبل النظام الحاكم فليس هناك اي خيار سوي تصعيد طرق النضال الاخري ومنها المقاطعة التي يفترض ان توجه لها احزاب المعارضة الحقيقية الجماهير بالمقاطعة واسبابها بدلا من ان تدعوهم للتسجيل كما حدث في الانتخابات الاخيرة , فالتوجيه والتوعية لا بد ان تبدأ منذ الان لان الوقت يمضي حتي لا نعطي النظام شرعية انتخابية لا يستحقها وطرق التزوير سالكة امامه, وما الذي اشرنا اليه اضافة الي انتخابات اتحاد المحامين ما هي بعيدة عن الاذهان فالمقاطعة اما ان تكون جماعية او ان تستبعد لانها غير مجدية اذا كانت جزئية ..

ومن هنا سيكون رهاننا علي الجماهير لمقاطعة الانتخابات وسنتبني حملة بعنوان (لا تصالح) تهدف الي حث الجماهير علي مقاطعة الانتخابات, ففي المرة السابقة كانت الاحزاب هي من تقاطع او تهدد بالمقاطعة ولكن رأينا هذه المرة انه لابد من اشراك الجماهير لانها تعتبر العامل الاساسي والمحرك لاي عملية ايدلوجية, ومن هنا تأتي مناشدتنا لكل احزاب المعارضة الحقيقية, الحزب الشيوعي وحزب البعث والحزب المؤتمر السوداني وكوادر وشباب حزب الامة جناح التغيير والرافض للحوار, وحركة حق اضافة للحركات الشبابية القوي الحديثة , قرفنا وشرارة وغيرها, وسنتبني من جانبنا حملة ( لا تصالح), فمقاطعة الجماهير للانتخابات رأينا انها ضرورية وتأتي من باب أضعف الايمان بعد ان عجزت عن الخروج الي الشارع, فلا بد من الشروع في التدرج في هذا المسعي, واذا نجحت هذه الخطوة فسيكون الطريق سالكا للخطوة التالية وهي العصيان المدني..

Sudanese president hold talks with Qatar’s Emir in Doha

July 8, 2014 (KHARTOUM) – A Sudanese-Qatari summit convened in Doha on Tuesday evening between President Omer Hassan al-Bashir and the Emir Sheikh Tamim bin Hamad al-Thani that discussed bilateral relations and coordinating positions on a number of regional issues.
Sudan Tribune has reliably learned that the Qatari Foreign Minister Khalid bin Mohammed al-Attiyah concluded a quick visit to Kampala in the past few hours during which he met with his Ugandan counterpart Sam Kutesa.
The visit is believed to be within the framework of a new Qatari push on the Darfur issue, particularly as Kampala hosts members of the Sudanese Revolutionary Front (SRF) that includes Darfur rebel groups.
Doha hosted the Darfur peace talks since 2009 which ended with the signing of a peace agreement between Khartoum and Liberation and Justice Movement (LJM) in 2011. But major Darfuri rebel groups refused to join.
The Qatari government has confirmed its commitment to the Darfur issue, especially with regards to the projects for stability of displaced persons and refugees.
Sudan’s ambassador to Qatar Yasser Khidir said that the outcome of the talks between the two leaders will manifest soon in the form of new investments and economic projects as well as “good news” in relation to the Sudanese labor in Qatar.
The ambassador pointed out that the timing of al-Bashir’s visit confirms that regional and political issues were present in the bilateral talks.
Khidir said that the ministers accompanying Bashir held talks with their Qatari counterparts on economic cooperation between the two countries.
Bashir was accompanied by the minister of the presidency Salah Wansi, foreign minister Ali Karti, and the Director of National Intelligence and Security Services (NISS) Mohamed Atta Abbas al-Moula.
Qatar’s foreign minister flew to Khartoum on Sunday in a surprise visit and met with Bashir after which it was announced that the Sudanese leader will travel to Doha.
Qatar is currently facing growing isolation in the Gulf region following the decision last March by Saudi Arabia, the United Arab Emirates (UAE) and Bahrain to withdraw envoys from Doha over its alleged backing of the Muslim Brotherhood in the region and particularly in Egypt.
The newly sworn-in Egyptian president Abdel-Fattah al-Sisi made a quick visit to Khartoum in late June. Al-Sisi is seen as the key figure in the removal of his predecessor Mohamed Morsi last year in response to mass anti-Morsi demonstrations in the country.
Sudanese foreign minister also said recently that Arab Gulf states accuse Khartoum of supporting the Muslim Brotherhood.
Qatar has long been one of Sudan’s few political and financial backers. Last April, Sheikh Tamim visited Khartoum in which a large Forex deposit in Sudan’s Central Bank was announced.
The Sudanese economy has been facing growing woes since the secession of the oil-rich south in mid-2011 and has been seeking external help to shore up its deficits.

07-08-2014 10:58 AM Minister of Minerals and predicted Ahmed Mohammed Mohammed Sadiq Alkaruri on Monday, the occupation of Sudan ranked first in the production of gold in Africa by 2018, stressing that Sudan now ranks third after South Africa and Ghana in the production of gold metal.
The minister said in a press statement after his meeting with the U.S. charge d'affaires in Sudan, Jerry Lanier, said that companies operating in the field of minerals in the country the number jumped to 120 in the company is exploring a number of metals, including national companies and other multinationals. He added that the number of companies that have reached the stage of production does not exceed ten reserves amounted to 944 tonnes of gold, and pointed out that the bulk of the companies are still in the exploration phase.

He said the company's chairman Jafar Ahmed Taha, after the signing of the agreement with the Minister of Minerals, said that their company has a serious desire to invest in Sudan after winning a franchise agreement in Red Sea State.

KHARTOUM, Sudan (BP) -- Persecuted Sudanese Christian Meriam Ibrahim is staying at the U.S. embassy in Khartoum, Sudan, for her safety, she told CNN by phone, and is unable to leave the country that in May condemned her to torture and death because of her faith.

Ibrahim also said doctors have told her that Maya, the baby she delivered in May in a Sudanese prison, may never be able to walk because Ibrahim was forced to undergo childbirth with her legs chained.

"Something has happened to the baby," she told CNN. "I don't know in the future whether she'll need support to walk or not. I couldn't open my legs so the women had to lift me off the table. I wasn't lying on the table."

Ibrahim remains shrouded in controversy after a Sudanese appeals court overturned her death sentence and released her from prison June 23, only to be rearrested a day later as she tried to leave the country. About 40 Sudanese police officers seized her at the Khartoum airport, accusing her of trying to flee Sudan with falsified papers. She has been released from jail on the latest charge, but has been forbidden to leave the country, according to news reports.

"It's my right to use the papers and have a South Sudanese passport because my husband is a South Sudanese citizen. He has an American passport and South Sudanese passport. I never forged any papers," she told CNN.

Ibrahim remains committed to her Christian faith but is afraid for her life and unsure of her next move, CNN reported Tuesday (July 1).


Ibrahim was born to a Sudanese Muslim father and an Ethiopian Orthodox mother, but her father disappeared from her life when she was 6 years old. Though her mother reared her as a Christian, Islamic law asserts she is Muslim by birth because her father was Muslim.

Ibrahim's marriage to a Daniel Wani, a Christian, is treated as adultery under Islam's sharia law, leading to the sentence of 100 lashes and death. Authorities reportedly had planned to carry out the whipping, then the execution, after Ibrahim nursed her daughter to age 2. She and her husband also have a 21-month-old son Martin.

Ibrahim's persecution is the latest evidence of Sudan's standing as
one of the world's worst violators of religious liberty. The State Department has listed the militant Islamic regime among its "countries of particular concern" (CPC) since 1999, the first year such designations were made by the U.S. government. Eight countries currently are on the CPC list.
 
Khartoum church bulldozed by law
Members of the Sudanese Church of Christ in Sudan's capital, Khartoum, watched helplessly June 30 as security forces bulldozed the church, one day after authorities ordered worshippers to vacate the building, Morning Star News reported.

About 70 security personnel armed with guns and tear gas participated in the demolition and threatened to arrest anyone who interfered, witnesses said, but no one was physically harmed.

The church structure was built in 1983 and has documents showing the church owns the land, pastor Kwa Shamal told Morning Star News. Authorities refused to compensate the church for the land and said the location was designated for a hospital.

The congregation of 430 is forced to worship in tents. A nearby Muslim mosque remained.

"Even if they destroy this church building, our God is still good all the time," a church member told Morning Star News. "We the believers are the real church. We are asking you to continue to pray for us because of the great challenge we are facing."
 
Boko Haram continues onslaught in Nigeria
Islamic extremists Boko Haram destroyed four churches and killed more than 30 Christians June 29 near Chibok, the town where more than 200 mostly Christian school girls were kidnapped and remain missing, the Associated Press reported.

The Protestant Church of Christ in Nigeria, the Pentecostal Deeper Life Bible Church and the Church of the Brethren in Nigeria were three of those attacked, AP reported.

"They killed dozens of people and burned houses after attacking worshippers," the AP quoted survivor Mallam Yahi as recounting. At least 30 bodies were recovered but more bodies reportedly were being found.

Boko Haram has launched near
daily attacks in and around Chibok since the April kidnapping of 273 schoolgirls, 219 of whom remain captured. Nigeria President Goodluck Jonathan reported a month ago that the government had located the girls, but that trying to capture them would endanger their lives.

Nigeria leaders are denying Boko Haram's widely reported June 21 abduction of 60 girls and women and 31 boys from the village of Kummabza, about 100 miles from the Borno state capital of Maiduguri. The New York Times and Associated Press were among news outlets reporting the latest kidnapping and said toddlers as young as 3 had been taken, based on accounts of vigilantes trying to protect citizens from Boko Haram.

Several prominent Nigerians questioned whether the June abductions had taken place, including first lady Patience Jonathan, who claimed the reports were fabricated to discredit her husband's administration, the AP reported.

Boko Haram has killed hundreds and destroyed nearly 40 churches since the April kidnapping, according to news reports. While official numbers are not available, estimates place the number of killings since April at
nearly 1,000.
 
Laotian Christians arrested after praying for sick woman
Authorities in a Laotian village have charged a pastor and four church members with murder after they prayed for a sick woman who later died, Morning Star News reported June 29, based on reports from the Human Rights Watch for Lao Religious Freedom (HRWLRF).

"I believe the authorities are trying to find every way they possibly can in order to stop the spread of Christian religious freedom in the area," an HRWLRF representative told Morning Star News.

"Mrs. Chan came -- in April -- to Kaithong, the leader of the Saisomboon village church, to be prayed for, and she apparently became well for a short time," the HRWLRF representative said, requesting anonymity. "She then embraced the Christian faith. Then, she suddenly passed away on June 21. The police authorities charged Kaithong as well as the other four Christians/leaders who were present at the funeral of murder because she passed away."

The HRWLRF has demanded the immediate release of the Christians, who are being held in the Atsaphangthong district prison.

The
Lao government ratified in 2009 the U.N. International Covenant on Civil and Political Rights, upholding the right to choose and practice a religion of choice, according to the HRWLRF, but has refused to uphold the covenant. Only 3.4 percent of Laotians are Christian, according to Operation World, compared to 57 percent Buddhist and 35 percent indigenous religion adherents.
