S. Sudan’s Kiir cautions family members over public conduct
March 30, 2014 (JUBA) – Perturbed by last week’s media portrayal of his family member, South Sudan President Salva Kiir has cautioned his relatives against misconduct while in public.
 “I have always told you to behave in a way that would not create inconveniences to other people, because the way you conduct yourself would be interpreted to mean different things by some people”, Kiir reportedly told his family members on Saturday.
“The real issue would be twisted and politicized”, stressed the president.
A Kenyan daily reported on Friday that the president’s 23-year old son, Manut Kiir Mayardit was briefly detained by Police after he assaulted his sister while drunk.
This anti-social behavior is what could have prompted the head of the world’s youngest nation to convene the meeting during which he caution all family members, wherever they resided, to refrain from habits that would attract public attention.
“You have to understand that you would never be alone wherever you go. So be careful with whatever you do”, said Kiir, describing as “unfortunate” media’s coverage of the incident.
“It is unfortunate that you would never be left to live like any other persons, which is act of interference with privacy and individual life and the people [media] who do this should know that they are stepping into other people’s life”, the president reportedly stressed.
CONSTITUTIONAL RIGHT
Article 22 of South Sudan’s Transitional Constitution states that the privacy of all persons shall be inviolable; no person shall be subjected to interference with his or her private life, family, home or correspondence, save in accordance with the law.
The article does not, however, specify which private lives should not be interfered with and whether such provisions were confined to individuals inside the country or not.
A critic of the president called the incident a “total failure” by the latter to manage his family.
“Some people may be struggling to find interpretations of this incident, but for me, it is a total failure on the part of the President to manage his own family, which is a clear reflection on how he is managing the nation,” a senior member of the ruling party (SPLM) said Sunday.
“If you cannot manage your own family, it follows automatically that it won’t be possible managing millions of people with different family members from different ethnic ground”, added the official, who preferred anonymity.
Another critic said children learn from environments in which they are brought and that any misconduct from a member of the first family was negatively reflected on the whole nation.
“What happened it Nairobi may be construed to mean an individual, failure but it can also be interpreted to mean the failure of the whole country, because this is the conduct of the family of president of the nation”, said the critic.
“Some people from outside South Sudan may interpret it to mean a general conduct of the people of this country. We would automatically be viewed as violence country”, he added.

Sudan votes against UN resolution on “invalid” Crimean referendum
March 27, 2014 (WASHINGTON) – Sudan was among 11 countries at the United Nations General Assembly (UNGA) that voted against a resolution declaring a referendum held this month in Crimea on the region splitting from Ukraine as invalid.
Cuba, North Korea, Nicaragua, Syria, Venezuela, Zimbabwe, Armenia, Belarus and Bolivia also voted against the non-binding vote. There were also 58 abstentions in the 193-nation UN body.
Following the vote, Moscow formally annexed Ukraine’s southern region after the results showed an overwhleming majority in favor of joining Russia.
The move drew strong condemnation specially from the US and European countries some of which moved to impose unilateral sanctions.
A Washington Post factbox states that about 2 million people live in Crimea of which around 60% see themselves as ethnic Russians and speak Russian.
The referendum in Crimea is somewhat similar to the one held in October 2013 in the disputed region of Abyei that lies between Sudan and South Sudan.
The outcome of the three day unilateral vote organized by Ngok Dinka pro-south tribe showed a near unanimous desire in favor of Abyei joining South Sudan.
Initially Juba appeared supportive of the referendum by giving Abyei residents time off to vote, but later distanced itself from it. There was also no international support for it from the start and was swiftly rejected by Khartoum.
Abyei was scheduled to hold a referendum with that of South Sudan in January 2011 but was suspended because of disagreements between the two countries over who was eligible to participate in the vote.
In a bid to resolve the impasse, the African Union mediation team proposed in 2012 holding a referendum in Abyei in October 2013, stipulating that only the Ngok Dinka permanently residing in the area would be allowed to take part in the plebiscite.
However, Sudan swiftly rejected the proposal, saying it ignored the eligibility of the nomadic Arab Misseriya tribesmen and argued that local government institutions must be established first before any vote can take place.
Just as Moscow insists that Crimea has historically been part of Russia, Khartoum has the same conviction on Abyei.

قوات الدعم السريع المعروفة باسم 'الجنجويد' تعود إلى دارفور بعدما ساندت القوات الحكومية في القتال في منطقة جنوب كردفان على الحدود الشرقية للإقليم.


الخرطوم- اتهم رئيس البعثة المشتركة للأمم المتحدة والاتحاد الإفريقي لحفظ السلام في دارفور (غرب السودان) محمد بن شمباس قوات الدعم السريع السودانية بشن هجمات على قرى مدنيين، معتبرا أن ذلك “عيب” وأمر مشين.

وقال رئيس البعثة في اجتماع لقادة قبيلة الزغاوة في نجامينا يهدف إلى جلب الحركات المسلحة لعملية السلام، إن “الهجمات المستمرة على قرى المدنيين ومخيمات النازحين التي يعتقد أن قوات الدعم السريع هي من قام بها أمر مقلق وعيب وقبيح لجهودنا للحوار”.

وكانت قوات الدعم السريع والتي تعرف باسم “الجنجويد” قد عادت إلى دارفور مطلع العام الجاري بعدما ساندت القوات الحكومية في القتال في منطقة جنوب كردفان على الحدود الشرقية للإقليم، ومنذ ذلك الحين وقعت عدة هجمات على قرى مدنيين في جنوب دارفور وشماله.

ووصف مجدي الجزولي الباحث في معهد الوادي المتصدع قوات الدعم السريع بأنها “أشبه بجيش مرتزقة” يضمّ ستة آلاف رجل.

Khartoum suspends UN refugee aid programme in east Sudan

Khartoum (AFP) - Sudan has suspended a United Nations programme which gives job training and other assistance to thousands of refugees and local residents in poverty-stricken east Sudan, the UN said on Wednesday.

The state-linked Sudanese Media Centre said the Transitional Solutions Initiative (TSI) is on hold while both sides review the project "so it can attain its goals."
The programme's beneficiaries are among 6.1 million people -- 18 percent of the population -- needing humanitarian assistance in Sudan.
TSI aims to help the tens of thousands of refugees from Eritrea and Ethiopia, some of whom have been in eastern Sudan for decades.
"We have indeed been asked to hold off on components of the programme, the delivery on the ground, so that work can take into consideration and be guided by the results of the assessment, joint assessment," Pontus Ohrstedt of the UN Development Programme told AFP.
TSI is a partnership between UNDP, the UN refugee agency (UNHCR) and Sudanese agencies, with funding largely from Norway and the Netherlands.
Ohrstedt said the assessment should give some guidelines on how to proceed in about two weeks.
The review will particularly focus on health and education services for the refugees and the local communities who are their hosts, he said.
According to TSI's website, the programme would directly or indirectly assist almost 163,000 people from 2012-2014.
It has offered a range of support including training in auto mechanics and milk production, establishment of home gardens to boost food supply, and provision of educational supplies for thousands of students.

China to provide new loans to Sudan: official
March 24, 2014 (KHARTOUM) – The Sudanese ministry of finance of Sudan signed a number of agreements China in the fields of launching new oil exploration efforts, development projects in addition to the approval of additional loans, an official here said today.
The Undersecretary at the Ministry of Finance Youssef Abdullah al-Hussein told the Sudanese Media Center (SMC) website after returning from Beijing that the two sides reached an understanding on the construction of the new Khartoum International Airport, Blue Nile sugar factory and Omdurman-Bara road project.
They also agreed on working to increase Sudan’s oil production and speed up work on the country’s railway system, he added.
Al-Hussein said that Beijing confirmed its earnest desire to help Sudan overcome its economic obstacles. He praised the role of the Export-Import Bank of China which funds development projects which will begin in the second half of this year.
The Sudanese official also announced that the bank promised to fund oil projects in coordination with the China National Petroleum Company (CNPC) and credit institutions.
Last week the Sudanese finance minister Badr al-Deen Mahmoud and the oil minister Makkawi Mohamed Awad visited Beijing for talks with Chinese officials and executives of major companies and banks.
China has been Sudan’s largest foreign investor particularly in oil and telecommunications after western firms shunned the East African nation due to conflicts and sanctions.
But a report by Reuters last year cited growing difficulties facing Chinese investments as a result of the deteriorating economy.
China’s exports and imports to and from Sudan, which totaled $11.5 billion in 2011, amounted to just $3.3 billion in the January-November period of 2012, Reuters quoted official Chinese data.
The drop in oil trade accounted for much of that decline. But even while the oil industry has been shut down trade has continued to fall. In the first five months of 2013, Chinese exports to Sudan fell 8 percent from a year earlier to $1.7 billion, the data shows.
Sudan has seen its economy take a nosedive after the south became independent in July 2011, taking with it three-quarters of the once united country’s oil output. According to figures from the International Monetary Fund (IMF), the country’s GDP contracted by 4.4% in 2012.
The World Economic Outlook (WEO) released last October by the IMF projected Sudan’s economy to grow by 3.9% in 2013 and 2.5% in 2014.
The Sudanese pound has lost more than half its value, pushing inflation rates to record levels given that the East African nation imports most of its food.

Sudanese authorities to crack down on illegal residents
March 23, 2014 (KHARTOUM) – The Sudanese ministry of interior has announced it would apply legal measures against foreign nationals who have not legalised their residency in accordance with immigration rules as of 1 April 2014.
The deputy director general and inspector general of Sudan’s police, Omer Mohamed Ali, who headed a joint meeting including the passports and civil registry authority, Khartoum police, guidance and services authority and the refugees commission, stressed that the new measures are part of the laws which regulate foreign presence in all countries in order to control identity.
He called on foreigners to complete registration by the end of the current month, noting that legal residents and registered refugees are not targeted by the inspection campaigns which will be launched following the deadline.
Ali further pointed that they held meetings with foreign embassies in Khartoum in order to ask them to push their nationals to legalise their status.
Several Sudanese states particularly in the east have applied strict measures to control their borders with neighbouring countries.
This week, the city of Kassala in eastern Sudan announced that government agencies are implementing strict measures in border areas to stop human trafficking as well as food and fuel smuggling to neighbouring countries.
The mayor of Kassala locality Osman Mohamed Nur told the government-sponsored Sudanese Media Center (SMC) website that the recently enacted federal law on the prevention of human trafficking and smuggling, as well as state legislation, have contributed to curbing the phenomena.
Thousands of Eritreans have fled repression in their homeland, which is referred to as the North Korea of Africa, usually transiting via Sudan and Egypt en route to Europe, Israel or other countries.
At a border conference held in Morocco earlier this month, the state’s minister at the ministry of interior, Babiker Ahmed Digna, said Sudan had requested further support for its efforts to fight human trafficking, saying the UK and several other European countries have responded positively on the basis that Sudan is considered a passage country for refugees heading to Europe.

South Sudan army recaptures Upper Nile capital from rebels
March 19, 2014 (JUBA) – The South Sudanese army (SPLA) announced Wednesday that it had recaptured Malakal town, the capital of oil-rich Upper Nile state, one month after it had fallen into rebel hands on 18 February.
The fighting erupted after rebel forces apparently attempted to expand their positions outside the capital.
“The rebels of [former vice-president] Riek Machar moved out of Malakal town and attacked the positions of our forces in Makal Shilluk, pushing them (government soldiers) to respond in self-defence during which they managed to push [the rebels] back to Malakal town, which they eventually deserted,” SPLA spokesperson Colonel Philip Aguer, spokesperson told Sudan Tribune on Wednesday.
He said that the army took the full control of the town about 4.30pm (local time), adding that SPLA troops are pursuing the rebel forces beyond Anakiar and eastern parts of Malakal “where they fled in disarray”.
Aguer said the army had also repulsed another rebel attack in Guel Guk, west of the Adar oil field.
Machar’s spokesperson, James Gatdet Dak, has also confirmed that government troops are in control of the town, saying rebel forces had temporarily pulled back from Malakal.
“Yes, our forces have withdrawn from Malakal for tactical reasons. We will, however, retake the town soon. Our resistance forces are only a few kilometres outside Malakal,” he told Sudan Tribune on Wednesday.
TAKEOVER CELEBRATIONS
Upper Nile State minister of information Philip Jiben Ogal confirmed the military takeover of Malakal from rebel forces, which comes just 24 hours before the resumption of peace talks in the Ethiopian capital, Addis Ababa, saying the news had been welcomed by the civilian population.
“This is not simply a military victory, but a big relief to the civil population, especially our people who have been under trees and in the open space in many places. You can now hear people of Bailiet dancing,” Ogal told Sudan Tribune, amid noisy background celebrations.
Gordon Buay, spokesperson for former rebel groups now allied to the government in Juba, said he had spoken to the overall operational commander of SPLA forces in the area after Malakal was retaken.
“Our gallant forces, SPLA, have captured Malakal today (Wednesday). The rebels are on the run. I congratulate Lt. General Johnson Gony Biliew,” said Buay.
Meanwhile in Juba, news broadcasts on South Sudan’s radio and television networks led with the recapture of Malakal town by government troops.
The army spokesperson told Sudan Tribune that further details on the situation in Malakal would be made available on Thursday.
“Our forces are still pursuing the rebels, so we do not have full details now, but shall make them available tomorrow when [we] shall have gathered full details,” said Aguer.
UN CONFIRMS CLASHES
In a statement from New York, UN deputy spokesperson Farhan Haq said the UN Mission in South Sudan (UNMISS) had reported fighting in Malakal between the SPLA and rebel forces in the vicinity of its compound Wednesday afternoon (local time).
“Two rounds of mortar fire also landed close to the mission compound, where some 22,000 displaced civilians are under the UN’s protection,” he said.
He also said that heavy shelling had been reported in areas between Malakal town and the mission’s premises, with UNMISS forces also witnessing troop and tank movements towards the town earlier on Wednesday.
Haq said the warring parties had also clashed on Tuesday in Akoka, located north of Malakal.
He concluded his statement by calling on the two sides to fully comply with a cessation of hostilities agreement signed on 23 January, and to ensure a swift establishment of the monitoring and verification mechanism.
Malakal has been the scene of heavy fighting in recent months, changing hands several times since political tensions erupted in violence in Juba in mid-December before spreading to other parts of the country.
There have been increasing reports of atrocities to emerge from the northern town.
Last month, Medecins sans Frontieres (MSF) said it appeared patients had been shot dead in their beds after healthcare facilities were targeted in attacks.
On a visit to the capital last month the UN’s top humanitarian official in South Sudan, Toby Lanzer, also spoke of his shock at the scale of destruction in the town and seeing corpses left to rot in the streets.
The conflict in South Sudan has pitted troops loyal to the central government and rebel forces aligned with Machar, who was removed as vice-president in July last year.
The ceasefire deal negotiated by the Intergovernmental Authority on Development (IGAD) has failed to stem violence on the ground, with both sides accusing each other of violating the terms of the agreement.

Lead rebel negotiator questions IGAD’s intention to deploy troops in S. Sudan

March 16, 2014 (ADDIS ABABA) – South Sudanese rebels chief negotiator, Taban Deng Gai, has questioned the decision and intention of the Intergovernmental Authority on Development (IGAD) members states to deploy additional troops to the war-torn region.
He said the decision was "ill-advised" and unnecessary since the United Nations Mission in South Sudan (UNMISS) has a force of over 12,000 fully mandated to protect the civilians in times of crisis such as the current violence between the government of president Salva Kiir and the rebels led by the former vice president, Riek Machar.
The IGAD member states resolved to deploy to South Sudan unknown numbers of forces from Ethiopia, Kenya, Rwanda and Burundi to protect the oilfields and other vital installations which President Salva Kiir’s government may fail to protect.
The leader of the SPLM/A-in-Opposition, Riek Machar, also condemned the proposed deployment of the troops.
"This is an unfortunate decision by IGAD to interfere in the internal conflict. We reject it and condemn it in the strongest terms. It is an attempt to regionalise the internal conflict," he told Sudan Tribune on Friday by phone from one of his bases in Upper Nile state.
The former vice president, turned rebel leader, said the decision casts doubt on the neutrality of the IGAD member states in the conflict.
"If IGAD member states who mediate the peace talks want to interfere militarily in the conflict, we may rethink our participation in the talks," he warned.
Uganda, another IGAD member, deployed thousands of troops initially to protect what it called “vital installations”, but ended up joining government’s forces fighting the rebels.
The rebels’ chief negotiator further echoed his leader’s rejection of the troops deployments.
"This force would be operating parallel to the United Nations Mission in South Sudan (UNMISS) peace keeping operation…The UN is an overarching and an inclusive body. Why should another force be created and deployed, if it has the same intentions as the UNMISS peace keeping force?" Deng said in a statement seen by Sudan Tribune.
He criticised IGAD for coming up with a decision which was neither part of the cessation of hostilities agreement nor consented by the opposition group.
Deng as a result questioned the neutrality and capacity of IGAD in handling the peace process.
"The SPLM Delegation in the peace negotiations that have been taking place since early January 2014 expresses deep concerns with the handling of peace and security matters by the regional block - the Inter-Governmental Authority on Development (IGAD)", he said.
He further said that instead of coming up with new controversial decisions, IGAD should have made sure that the agreements signed by the two parties were implemented, including the withdrawal of the Uganda People’s Defence Forces (UPDF), which he said failed to take place.
The rebels chief negotiator also criticised IGAD for its silence while President Kiir’s government is further violating the agreement on release of political detainees, saying instead of releasing the other four detainees, Kiir drags them to court while calling for return of the other 7 released political leaders to go back to Juba for trial.
Deng did not, however, indicate whether his delegation would boycott the expected resumption of the peace talks on 20 March, but said his rebel group will not continue to endure the violations and contradictions.
"IGAD should either be sincere in its mediation efforts or tell us in no uncertain terms that it is with the Government of General Salva Kiir Mayardit", he said.

African Unions asks Mbeki to finalise peace deal over Sudan’s Two Areas by 30 April
March 12, 2014 (ADDIS ABABA/KHARTOUM) - The African Union Peace and Security Council (AUPSC) renewed its confidence in the mediation team led by Thabo Mbeki to broker peace talks between Sudanese government and SPLM-N rebels on the Two Areas and asked him to reach an agreement by the end of April.
Last month the African Union High Level Implementation Panel (AUHIP) suspended the stalled talks on the conflict in South Kordofan and Blue Nile states and referred the matter to its mandating authority, the AUPSC, asking for further guidance.
In a statement issued on 2 March, the mediation said that the SPLM-N presented "a fundamentally different proposal" in response to a draft framework agreement it proposed to the two sides on 18 February.
The peace and security body discussed the matter on Monday 10 March and released its decision two days after on Wednesday urging the rebel group to respond to the proposal of the panel, and underlined that Khartoum responded to the draft agreement.
The AUPSC "encourages the SPLM-N to respond in accordance with the request made by the AUHIP" said the decision.
"Council further encourages the two Parties to continue the bilateral consultations they have initiated to reach a better understanding and solution. In this regard, Council requests the AUHIP to continue to assist the Parties to reach an agreement by 30 April 2014," it added.
The SPLM-N proposed a draft framework providing to negotiate a new humanitarian deal and to extend it to the rebel held areas in Darfur.
The rebel group also renewed its demand for an inclusive and comprehensive based on the 18 June framework agreement and demanded that Khartoum immediately lift the ban on its activities and associate it in the preparation of a national conference to discuss the different conflicts in Sudan and constitutional reforms.
In Khartoum, the Sudanese foreign minister Ali Karti welcomed the decision of the peace and security body, saying the AUPSC "listened to a clear position from the Sudanese government".
He further said many members of the Council approved the position of the government and accused the other party of hampering the negotiations.
The head of the government negotiating team, Ibrahim Ghandour also reacted positively to the decision and called for the immediate implementation of the tripartite humanitarian agreement after the signing of a ceasefire agreement.
Rebel groups of the Sudanese Revolutionary Front (SRF) refuse to hold separate peace talks with the Sudanese government and demand to establish one forum to negotiate the armed conflict in Darfur and the Two Areas.
Gibril Ibrahim, of the Justice and Equality Movement (JEM), Minni Minnawi of the Sudan Liberation Movement (SLM-MM) and El-Tom Hajo, SRF deputy chairman were recently in Addis Ababa where they lobbied the AU officials to endorse their demand for a comprehensive process.
Sudan Tribune failed to reach the different rebel leaders to get their reactions over the AUPSC’s decision.
However, JEM spokesperson Girbril Adam Bilal told Sudan Tribune that his group sticks to its demand for a holistic process and reiterate their commitment to seek a peaceful solution to end war in the country and establish a democratic regime.

AU Pledges Support for Darfur Crimes Tribunal
Khartoum – North Darfur Governor and Darfur crimes prosecutor have called upon the African Union to undertake a greater role to support efforts to address the humanitarian situation in the region, support national justice by way of assisting in bring fugitives to justice and take decisive action against armed movements.

AU Commissioner for Political Affairs, Dr. Aisha L. Abdullahi, is currently on a visit to North Darfur State after the recent rebel atrocities and tribal conflicts that displaced thousands of residents in the area.

The AU official met with North Darfur governor, Osman Kibir and Darfur crimes prosecutor Yassir Ahmed Mohamed.

She announced that she would discuss with UNAMID the possibility of resolving problems in North Darfur to prevent obstructing delivery of humanitarian aid.

The commissioner, at a meeting with governor Kibir in El Fashir on Tuesday praised efforts made by state government to address issues. She said the focus of her visit is on humanitarian situation. She added that she would submit a report to the AU on insecurity and tribal wars in North Darfur.

Meanwhile, governor Kibir said the situation in some of the Localities of the State created bitter circumstances after the escalation on the part of the armed movements.

The atrocities resulted in the displacement of many citizens and their suffering will also continue to increase under the presence of armed movements, he said.

The government underlined the need to deliver urgent assistance to the areas of Saraf Umra, indicating the great impact produced by the Darfur Crimes Tribunal on ground reality in Darfur. He called upon the AU to undertake a greater role towards the citizens affected by the recent escalation of the situation.

The Darfur Crimes Tribunal has called upon the African Union to undertake a role towards achievement of justice and to assist in arresting fugitive who fled to neighboring countries.

The Commissioner affirmed AU support for justice mechanisms at the state level and to give national mechanisms an opportunity to achieve justice without foreign intervention.

At a meeting with the Darfur Crimes Prosecutor, Aisha pledged support of the AU for achievement of justice adding that she would discuss with UNAMID the question of dispatching observers to the Tribunal to provide support.

The Darfur crimes prosecutor said the Ministry of Justice directed supporting the Darfur Crimes Tribunal with more than 30 legal counsels to address issues, calling on UNAMID to provide means of conveyance to facilitate their movement.

 Meanwhile, the Minister of Justice Mohamed Bushara Dosa, briefed the president of the Darfur Regional Authority (DRA) Dr. Al Tijani Al Sisi on the efforts of his Ministry to achieve justice in Darfur. The meeting also discussed security and stability issues in the region.

الراكوبه دعت رسالة، مذيلة بتوقيع 50 من شخصيات بارزة من قوى المجتمع المدني السوداني المستقل، كلاً من مفوضية الإتحاد الأفريقي ومجلس الأمن والسلم الأفريقي والآلية الأفريقية رفيعة المستوى التشديد على "إيلاء الأزمات الإنسانية بالسودان الأهمية والاولوية الكافية".

وطالبت "بإصدار قرار حصري ومنفصل حول الأوضاع الإنسانية يبدأ بوقف العدائيات للأغراض الإنسانية والقصف الجوي، ويعمل على حل الأزمات الإنسانية نهائيا في كلياتها وفي كافة مناطق الحرب وفي المناطق الخارجة من النزاعات في السودان".

واشارت المذكرة التي تم تسليمها للوسيط تامبو امبيكي والاتحاد الافريقي امس الاثنين لوصول مفاوضات السلام بين الحكومة السودانية والحركة الشعبية لتحرير السودان- شمال الى طريق مسدود، في وقتٍ تصاعدت فيه "مؤشرات إيجابية عديدة تعلي من حتمية الحل الشامل والواحد لأزمات السودان المتعددة وعدم جدوى عشرات الحلول والإتفاقات الجزئية في معالجة الحروب الأهلية المتعددة وأزمات الحكم البنيوية والفشل الإقتصادي والمآسي الإنسانية"، وفقاً لنصها.

وطالب الموقعون علي المذكرة مفوضية الإتحاد الأفريقي ومجلس الأمن والسلم الأفريقي والآلية الأفريقية رفيعة المستوى، الإستمرار في ممارسة أقصى مستويات الضغوط، بما يتيح تسهيل وصول كافة الأطراف السودانية الى تسوية سياسية عادلة وشاملة وتاريخية توقف الحروب والعنف المستمر وتعالج أزمات الحكم العميقة.

الموضوع: رسالة قوى المجتمع المدني السوداني الى إجتماع مجلس السلم والأمن الأفريقي

حول الأزمات الإنسانية والسياسية في السودان

تحية،،، وتقدير،، وبعد،

طالعنا، نحن الموقعين والموقعات أدناه من قوى المجتمع المدني السوداني، ممثلين وممثلات لتحالفات وهئيات ومنظمات وكيانات تمثيل اللاجئين والنازحين وشخصيات مستقلة ذات إرث ونفوذ واسع في الحياة المدنية السودانية، طالعنا بيان الآلية الأفريقية رفيعة المستوى بتاريخ 28 فبراير والمعلن عن تعليق المفاوضات بين الحكومة السودانية والحركة الشعبية لتحرير السودان- شمال وإحالة العملية الى مجلس السلم والأمن الأفريقي للتقرير بشأن قضايا تحقيق السلام وحل الأزمة الإنسانية في منطقتيّ النيل الأزرق وجنوب كردفان/ جبال النوبة.

إن إنعقاد إجتماعكم(ن) اليوم في أعقاب إنهيار محادثات السلام بأديس أبابا، وإعلان رئيس الآلية رفيعة المستوى، الرئيس ثامبو امبيكي عن فشل الوساطة في التجسير بين طرفيّ المفاوضات، يضع كافة الهيئات والآليات الأفريقية المعنية بالسودان أمام تحديات وإختبارات جسام في تعاملها وممارسة نفوذها وتأكيد مقدراتها في معالجة الأزمات السودانية المتعددة والمتداخلة.

إننا في قوى المجتمع المدني السوداني نضع على عاتقكم في مفوضية الإتحاد الأفريقي وفي مجلس الأمن والسلم الأفريقي وفي الآلية الأفريقية رفيعة المستوى الإستمرار في تحمل المسئوليات بإتخاذ القرارات العاجلة والملحة الخاصة بالتصدي ومعالجة المآسي الإنسانية لملايين المواطنين السودانين من نازحين ولاجئين، وغيرهم من مواطنين يقبعون لربع قرن في ظل الأزمات المستمرة، وفي ممارسة أقصى مستويات الضغوط، بما يتيح تسهيل وصول كافة الأطراف السودانية الى تسوية سياسية عادلة وشاملة وتاريخية توقف الحروب والعنف المستمر وتعالج أزمات الحكم العميقة. إننا في القوى المدنية السودانية نرى أن أي تعطيل أو تردد في تسهيل تبني وتحمل مسؤليات قراراتكم السابقة وتستجيب لتفاقم الأوضاع سيؤدي فقط الى التسريع بعملية إنزلاق السودان نحو هاوية المزيد من التشظي وعدم الإستقرار وتهديده للأمن والإستقرار الأفريقي والدولي.

السيدات السادة: إنكوسازانا دلاميني زوما، رئيسة مفوضية الإتحاد الأفريقي، ثامبو إمبيكي، رئيس الآلية الأفريقية رفيعة المستوى، وأعضاء مجلس الأمن والسلم الأفريقي،

إننا في قوى المجتمع المدني السوداني ندعو إجتماعكم(ن) الحالي بأن يولي الإهتمام الكافي وبأن يوصي ويتخذ حزمة من القرارات القوية وآليات تنفيذها، لتشمل قضيتين رئيسيتين:

(1) إستفحال الأزمات الإنسانية:

لقد ظلت الأوضاع الإنسانية بسبب النزاعات السودانية المتعددة في حالات تدهور مستمرة، حيث بلغت الأزمة الإنسانية لمواطنيّ دارفور عامها الحادي عشر، وإقتراب معاناة مواطنيّ جنوب كردفان/ جبال النوبة والنيل الأزرق من إتمام عامها الثالث، فضلا عن إنتقال الأزمات الإنسانية وبداية معاناة مئات الألاف مواطنيّ مناطق شمال كردفان وأواسط السودان بسبب إمتدادات الحرب. ويشمل ضحايا الحروب والنزاعات في السودان الملايين من النازحين(ات) داخليا في المناطق خارج سيطرة الحكومة السودانية، والمواطنين من المدنيين غير المرئيين في مناطق الحرب المسيطر عليها من قبل القوات السودانية، هذا فضلا عن العديد من معسكرات اللجوء في دول جنوب السودان وتشاد واثيوبيا، ومئات الألاف من اللاجئين(ات) المبعثرين حول العالم. هؤلاء الملايين من الضحايا، من المواطنين(ات) السودانيين(ات)، وبعد التشريد والإقتلاع من جذورهم(ن)، بتدمير كامل لمساكنهم وللخدمات الأساسية من المرافق الطبية والمدارس والمياه والأسواق والمساجد والكنائس والمزارع، لا يزال غالبيتهم يعاني في مآساتهم(ن) من إنعدام وتدهور أوضاع الغذاء والدواء والماوى والماء النظيف، خاصة بسبب الهجوم العسكري القصف الجوي المستمر من القوات الحكومية وبسبب تعويق ومنع المنظمات الإنسانية الدولية المستقلة وحرمان وكالات الأمم المتحدة المتخصصة، من الوصول وتقديم العون الإنساني العاجل لهم(ن).

إننا، الموقعون(ات) أدناه من قوى المجتمع المدني السوداني المستقل ندعو ونتوقع من إجتماع مجلس السلم والأمن الأفريقي والآلية الأفريقية رفيعة المستوى، ومن الهيئات الإفريقية والأممية ذات الصلة، إتخاذ القرارات الصارمة والعمل على تنفيذها، بما فيها التشديد على إيلاء الأزمات الإنسانية الأهمية والاولوية الكافية، وذلك بإصدار قرار حصري ومنفصل حول الأوضاع الإنسانية فقط يبدأ بوقف العدائيات للأغراض الإنسانية، يبدأ بوقف القصف الجوي، ويعمل على حل الأزمات الإنسانية نهائيا في كلياتها وفي كافة مناطق الحرب وفي المناطق الخارجة من النزاعات في السودان.

هكذا قرار من مجلسكم في مقدوره وضع أجندة جديدة للعمل الإنساني تضع ضحايا الحروب السودانية صوب الأعين في تخفيف آلامهم(ن) ويمهد المسارات قبل بلوغ الحلول السياسية شاملة، والتي تاخذ وقتا في العادة، ويستلهم هذا القرار من التجارب الجيدة السابقة في إدارة الازمات الإنسانية في السودان مثل عملية شريان الحياة والتي إستمرت لنحو ستة عشر عاما في توفير الغوث المنقذ لحياة الملايين من ضحايا الحرب من العام 1989 وذلك قبل توقيع الإتفاق السياسي الشامل في 2005، مستندة هذه الأجندة الجديدة في العمل الإنساني على الإلتزام الكامل بمبادئ ومواد ومعايير القانون الدولي الإنساني والقانون الدولي لحقوق الانسان.

(2) الإستقرار والحل السياسي:

لقد سبق وان تبني مجلس السلم والامن الأفريقي في إجتماعه بتاريخ 13 فبراير 2013 تقرير وتوصية الرئيس الجنوب إفريقي السابق، رئيس الآلية الإفريقية رفيعة المستوى، ثامبو إمبيكي، والوارد في إحدى فقراته الهامة: " لا يمكن إنهاء الحروب في المنطقتين ( النيل الأزرق وجنوب كردفان/ جبال النوبة) دون الوصول الى ترتيبات سياسية شاملة تعمل على إزالة المظالم المستمرة في تغذية الأزمات السودانية".

وفي الوقت الذي وصلت فيه مفاوضات السلام بين الحكومة السودانية والحركة الشعبية لتحرير السودان- شمال الى طريق مسدود، وتجتمعون الان للتقرير بشأنها، تصاعدت مؤشرات إيجابية عديدة تعلي من حتمية الحل الشامل والواحد لأزمات السودان المتعددة وعدم جدوى عشرات الحلول والإتفاقات الجزئية في معالجة الحروب الأهلية المتعددة وأزمات الحكم البنيوية والفشل الإقتصادي والمآسي الإنسانية. يتبنى هذا الإجماع حول حتمية الحل الشامل الأن كافة القوى السودانية، والإقليمية والدولية المتأثرة بأزمات السودان.

عليه، فإننا نحن الموقعين(ات) أدناه من القوى المدنية السودانية نرى في إجتماعكم الحالي فرصة ذهبية للتعبئة والتركيز حول جوهر قراراتكم السابقة في مجلس السلم والأمن الأفريقي، وقرار مجلس الأمن الدولي رقم ( 2046) والمدعوم من قبلكم، وبأن تعيدوا الروح الى نص توصية رئيس الآلية رفيعة المستوى أعلاه، وذلك بإصدار قرارات تعتمد وتبني على مسؤلياتكم وإلتزاماتكم السابقة، على ان تشمل:

* التأكيد على أن الإتفاق الإطاري المواقع في 28 يونيو 2011 بين الحكومة السودانية والحركة الشعبية لتحرير السودان- شمال، خاصة مواده المتعلقة بالترتيبات والحل الشامل والدائم، وبرعاية الآلية الأفريقية وإعتماد الهيئات الدولية، يمثل ذاك الإتفاق حجر الزاوية والمنصة الملائمة للإنطلاق وللشروع في توحيد منابر ومبادرات وآليات الإستقرار والحل السياسي، وبما يجمع كافة القوى السودانية وعلى قدم المساواة تحت مظلة واحدة موثوقة وذات مصداقية وكفاءة.

* إن لمجلس السلم والأمن الأفريقي من الإختصاص والمسؤليات والقرارات السابقة في التعامل مع الأزمات السودانية ما يخول له الإسهام بالإشراف على وتسهيل مراحل بلوغ الإستقرار والحل الشامل العادل وذلك بالعمل تحت آلية واحدة موثوقة، ذات مصداقية وكفاءة، تجمع الآلية الأفريقية رفيعة المستوى والممثل الخاص الوسيط المشترك للأمم المتحدة والإتحاد الإفريقي لدارفور وممثل الأمين العام للأمم المتحدة لدولتي السودان وجنوب السودان، وغيرها من هيئات إقليمية ودولية معنية بالسودان، تعمل على التنسيق وجلب الدعم الدولي والإقليمي المطلوب من أجل تهيئة الاجواء وبناء الثقة، بما فيها وقف العدائيات للأغراض الإنسانية، ومن ثم بلوغ كافة القوى السودانية للحل العادل والشامل النهائي.

إننا، ومرة أخرى، الموقعون(ات) أدناه نتابع ونتوقع من إجتماعكم الحالي، ومن ثم من الهيئات الإفريقية والأممية ذات الصلة، إتخاذ القرارات الصارمة والعمل على تنفيذها من أجل التصدي ومعالجة المآسي الإنسانية للملايين من المواطنين السودانين، وفي مساعدة كافة القوى السودانية في الوصول الى تسوية سياسية شاملة وتاريخية توقف الحروب والعنف المستمر وتعالج أزمات السودان العميقة. ونرحب ونعلن في ذات السياق عن إستعدادنا في المشاركة عبر أي صيغة ترونها مناسبة في توضيح وإيصال المعلومات والتحليلات والتوصيات التفصيلية حول ما تضمنه خطابنا هذا.
