Sudan backs ceasefire, but rules out cessation of hostilities

September 12, 2014 (KHARTOUM) – Sudan’s defence minister, Abdel Rahim Hussein, has ruled out any cessation of hostilities with rebel groups active in the country, underlining that only a ceasefire agreement can end war in South Kordofan, Blue Nile and Darfur.

In statements at the military academy in Khartoum, Hussein repeated the traditional position of the government on the confidence building measures before to begin negotiations with the rebel groups members of the Sudanese Revolutionary Front (SRF).

The government will only accept to negotiate a ceasefire as part of security arrangements in the peace talks he said , stressing “we will not allow anyone to keep guns once again,” Ashooroq TV reported on Friday.

The minister was alluding to the troops of the SPLM in South Kordofan and Blue Nile, which during the transitional period kept its arms and remained under the command of the then former rebel group in accordance with the comprehensive peace agreement of 2005.

The head of the African Union High Level Implementation Panel (AUHIP) Thabo Mbeki told reporters Wednesday after meeting with president Omer al-Bashir that the latter welcomed an agreement on the national dialogue signed by the Paris declaration forces and two representatives of the national dialogue high committee.

The agreement speaks about the need to stop war and to reach a cessation of hostilities, stressing that “addressing the humanitarian situation shall be an absolute priority in confidence building measures”.

12 settembre 2014 (KHARTOUM) - Il ministro della difesa sudanese, Abdel Rahim Hussein, ha escluso qualsiasi cessazione delle ostilità con i gruppi ribelli attivi nel Paese, sottolineando che solo un accordo di cessate il fuoco può porre fine alla guerra nel Sud Kordofan, Blue Nile e il Darfur.
Nelle dichiarazioni presso l'accademia militare di Khartoum, Hussein ripetuto la posizione tradizionale del governo sulle misure miranti a rafforzare la fiducia prima di iniziare i negoziati con i gruppi ribelli membri del Fronte Rivoluzionario Sudanese (SRF).
Il governo accetterà solo di negoziare un cessate il fuoco come parte di accordi di sicurezza nei colloqui di pace ha detto, sottolineando "non permetteremo a nessuno di tenere le armi ancora una volta," Ashooroq TV ha riferito il Venerdì.
Il ministro alludeva alle truppe del SPLM nel Sud Kordofan e Blue Nile, che durante il periodo transitorio mantenuto le sue braccia e rimase sotto il comando dell'allora ex gruppo ribelle in conformità con l'accordo di pace globale del 2005.
Il capo del gruppo di attuazione ad alto livello dell'Unione africana (AUHIP) Thabo Mbeki ha detto ai giornalisti Mercoledì, dopo l'incontro con il presidente Omer al-Bashir che quest'ultimo ha accolto con favore un accordo sul dialogo nazionale firmato dalle forze dichiarazione di Parigi e due rappresentanti del dialogo nazionale alta comitato.
L'accordo parla della necessità di fermare la guerra e di raggiungere una cessazione delle ostilità, sottolineando che "affrontare la situazione umanitaria deve essere una priorità assoluta nelle misure di fiducia".
