Sudan’s NCP confirms detention of opposition senior official

ugust 12, 2014 (KHARTOUM) - The ruling National Congress Party (NCP) has confirmed the arrest of a senior member of the opposition National Umma Party (NUP), Merriam al-Mahdi, by the security service, saying she will be treated according to the law.
The NUP deputy leader was arrested at Khartoum airport on Monday evening when she returned from Paris after participating with her father and chairman of the opposition parties in a series of meetings with the rebel Sudanese Revolutionary Front (SRF).
The rebel groups in Darfur region, Blue Nile and South Kordofan states led by Malik Agar struck a deal with the opposition parties aiming to create a joint political platform for the opposition parties in order to end war and achieve democratic transformation in Sudan.
NCP Media secretary, Yasir Youssef, told reporters on Tuesday that al-Mahdi “will be treated according to the law in forces in the country”.
The Sudanese authorities arrested in the past several opposition members after meetings with the rebels and accused them of seeking to overthrow the government.
On 27 June, Sudanese president Omer al-Bashir warned opposition parties against contacts with the rebel groups which he described as “agents and traitors”.
“Whoever wants to deal or sign agreements with the rebels has to know that the SRF has some areas in South Kordofan, Blue Nile, Darfur, Israel and Kampala. We will not accept that some speak (with them) in Khartoum and our sons are fighting and die in South Kordofan,” he said.
The president made his remarks after statements by the leader of the opposition National Umma Party, Sadiq al-Mahdi who following his release expressed his intention last Friday to coordinate with the rebels in order to achieve a comprehensive peace in the country.
The NUP leader had been arrested in May for accusing the government militias of committing atrocities and war crimes in Darfur.
In a press statement Tuesday, the NUP secretary-general, Sara Nugdallah, said that the deputy chairman was transferred to Omdurman prison for women after had being arrested for several hours at the buildings of the security service in Khartoum North.
The SRF condemned on Tuesday the detention of Merriam al-Mahdi saying the move is "consistent with the actions and methods of the security apparatus that violate international conventions of human rights, and (even Sudan’s) interim constitution”.
Youssef, on the other hand, refused a call by the NUP leader asking the ruling party to accept or to reject the Paris Declaration saying “they have their own choices”

Sudan’s opposition NUP and SRF rebels discuss peace and democratic change

August 7, 2014 (PARIS) – Discussions between the opposition National Umma Party (NUP) and the rebel alliance of the Sudanese Revolutionary Front (SRF) on Thursday were focused on peace and democratic change, with both parties expected to sign a joint political declaration on Friday.

NUP leader Sadiq al-Mahdi arrived in Paris on Wednesday for a two-day meeting with the rebel leaders after Sudan’s security service prevented one of his deputies, Mohamed Abdallah al-Douma, from travelling to the French capital to participate in the first gathering between the two sides.
The SRF delegation, which is chaired by leader Malik Agar includes deputies Abdel Wahid al-Nur, Gibril Ibrahim and al-Tom Hajo, as well as SRF secretary for external relations Yasir Arman and humanitarian secretary Trayo Ahmed Ali.
The leader of Sudan Liberation Movement-Minni Minnawi (SLM-MM) did not participate in the meeting, with officials in his group saying he is currently on the ground with his troops.
At the end of the first day Mahdi and Agar made brief statements to the media saying they had discussed ways to achieve democratic change and reach peace in Sudan, adding they will issue a further joint statement on Friday calling on other political and social forces to join them.
Both leaders also expressed hope that the meeting responds to the aspirations of the Sudanese people who are now expecting that “we come out with a common vision to gather all the political forces that desire to achieve a just and comprehensive peace and complete democratic change”.
“We are happy with what has been agreed and we hope that the complete details will be released in a [joint] statement tomorrow (Friday),” Mahdi said, underscoring that the discussions were “frank and open”.
Meanwhile, Agar said that peace is a necessary condition without which no democratic change can be implemented in Sudan.
“We believe that there is no serious dialogue or a serious solution in Sudan without working to end conflicts in Sudan,” Agar said.
NUP deputy president Meriam al-Mahdi, who participated in a hearing at the European parliament in Strasbourg last month with the SRF, is also taking part in ongoing meetings in Paris.
In Khartoum, presidential assistant Ghandour Ibrahim said on Thursday that a national dialogue mechanism will hold another meeting on Saturday to continue discussions on a framework agreement after parties failed to reach an accord over how to implement the outcome of the political process.
The National Congress Party (NCP) refuses to postpone the elections scheduled for April 2015 or to form a national unity government to implement any agreement that is reached during the political process.
Meanwhile, opposition parties participating in the political process warned last Monday that they will no longer take part in dialogue if the NCP continues to reject their demands. However, Popular Congress Party leader Hassan al-Turabi has refused to take this line, reiterating his party’s commitment to the process.
The NUP – Sudan’s largest opposition party – suspended its participation in the national dialogue after al-Mahdi’s arrest in May. The party is demanding that any dialogue include rebel groups, saying they should not be dissociated from the implementation of any national political agreement.
It is also calling for the inclusion of the “six historical parties” in an African Union-led peace process, with the rebel groups aiming to end war in the Darfur region, as well as Blue Nile and South Kordofan states.

Più di 15 ambasciate straniere nella capitale, Tripoli ha chiuso le sue porte e ha cercato di evacuare l'equipaggio diplomatica e cittadini inizio di Egitto, Tunisia e Algeria, così come gli Stati Uniti, Filippine, Germania, Cina, Portogallo, Grecia, Romania, Italia e Malta .. la lista è troppo lunga .. Si tratta di missioni della missione e rappresentanti degli inviati della Lega araba e l'Unione africana e l'Unione europea delle Nazioni Unite e l'Unione Europea .. emesso ministri degli esteri in quei paesi giustificate con il pretesto della situazione della sicurezza in Libia e lo stato di conflitto armato che si svolge sul terreno riflesso sulla sicurezza e la sicurezza del cittadino libico e poi gli stranieri ..

Confine libico con la Tunisia ha visto il caso dello spostamento di grandi famiglie libiche finora raggiunti, secondo le statistiche del governo, circa 30 mila famiglie .. molte delle case e proprietà bruciate dell'insieme o di parti di essi ed esposti molti quartieri diversi della caduta di conchiglie casuali hanno portato a morti e feriti decine, oltre a bruciare i serbatoi olio su Airport Road e il terribile umanitario e ambientale .. uno stato di quiete e tranquillità appeso sopra la capitale Tripoli, alla luce di perseguire crisi di sussistenza, se la mancanza di carburante o di pane o di elettricità e acqua, ed è stato la maggior parte del servizio negozi chiusi con le istituzioni governative .. il Ministero della Salute della Libia ha riconosciuto la sua incapacità di intervistare casi infetti ..

Alla luce di tutto questo, dice l'ex ambasciatore Ambasciata del Sudan e del sistema esistente di gestione degli affari espatriati, braccialetto Mr. Haji Majid che la situazione in Libia non merita di essere in cui l'evacuazione di fatto sudanese che le famiglie ei cittadini residenti in Libia, come molti come duecentomila persone, alcune Andgm o diventano parte integrante del tessuto sociale. .

Sì, sudanese non mirati ma non sono immuni dalla inferno di combattimenti e dunk famiglie libiche che sono stati sfollati sono ora sulla Tunisia, che ha trovato l'opportunità di fuggire dal paese, la prevenzione degli incendi .. per quanto riguarda i sudanesi che non ha alcuni di loro passeranno il fatto che esistano fondi, quando un imprenditore che aveva lasciato il paese. ., o che non hanno il documento ufficiale, che sono spesso sotto le mani del datore di lavoro? .. e perché la diplomazia rimane testardo Contrariamente sudanese a tutti i paesi che hanno visto la situazione nella crisi diffusa libica imprevedibile? .. vedete è l'incapacità del ministero degli Esteri sudanese in comunicazione con stato libico? .. o è lento prestazione nello stato sudanese e l'incapacità di affrontare la crisi?

Infatti, ora sul terreno che punta a più ricadute e la Presidenza della Repubblica o del Ministero degli Esteri sudanese a lavorare l'evacuazione di sudanesi e il loro desiderio di tornare in patria per vivere in pace .. ora effettivamente contrariamente a quanto braccialetto signor Haj Majid sulla situazione in Libia, sia a Tripoli o Bengasi, e non siamo meno la dignità dei paesi che conoscono il momento giusto e apprezza la sicurezza dei suoi cittadini .. Oh .. Oh ti ha colpito testimonianza.

Will sollevato questi attori raccomandazioni per la presidenza o lei si aspetta e viva giù la presidenza del cielo per l'emissione della decisione di evacuare sudanese territorio libico, che ha iniziato anche le persone Akhalunha.?!

Sudan’s 7+7 committee reaches partial agreement on national dialogue

July 23, 2014 (KHARTOUM) – Sudan’s national dialogue committee known as 7+7, comprised of government parties and opposition ones, on Wednesday said it has partially agreed on a roadmap for a process to realise peace and democratic reforms.
Last Sunday, the committee discussed two separate papers on the dialogue’s principles, objectives, issues, participants, timetable, structures, and venue. It also agreed to prepare a draft framework agreement to be discussed in the committee’s meeting with the Sudanese president, Omer Hassan al-Bashir, on Thursday.
Presidential assistant, Ibrahim Ghandour, said in statements on Wednesday that the committee agreed to more than %90 of the roadmap, saying the framework agreement would be completed no later than Eid al-Fitr [feast of breaking the fast of Ramadan] holiday.
He expressed optimism that political forces would confidently move towards the national dialogue.
The deputy chairman of the Reform Now Party (RNP), Hassan Rizq, told Sudan Tribune that the meeting discussed integration of the government and opposition positions in a single paper besides identifying points of differences and ways to resolve them.
Rizq refused to go into details of their disagreement, pointing that opposition parties presented their views in all controversial issues. But he underscored existence of broad consensus in all issues at stake, saying that some issues need more discussion.
The RNP official further pointed that the unified paper will be discussed in a meeting with president Bashir on Thursday.
However, reliable opposition sources told Sudan Tribune that the ruling National Congress Party (NCP) expressed reservation on issues of the transitional government and review of elections law while opposition forces insists on discussing these issues before the 2015 elections.
The opposition parties call for forming a national unity government during a transitional period and to postpone elections general elections scheduled for April 2015.
They also demand to allow political freedoms in order to create a conducive environment for the national dialogue and accommodate political forces which refused to participate in the process.
Observers say the momentum for the national dialogue has weakened substantially as a result of the government’s recent crackdown on opposition figures, activists and newspapers. They also point that the insistence of government on holding the April 2015 elections on time contrary to opposition demands.
The National Umma Party (NUP) suspended its participation in national dialogue following detention of its leader, al-Sadiq al-Mahdi in May after he criticised government militia, accusing them of committing war crimes in Darfur. After his release in June, Mahdi said there is a need to review the current process and to include rebels in the political process.
The RNP , which was established by a splinter group from the NCP, also boycotted the national dialogue for a while before resuming its participation, vowing to work towards achieving a political consensus to end war and restore democracy in Sudan.
Last January, Bashir called on political parties and armed groups to engage in a national dialogue to discuss four issues, including ending the civil war, allowing political freedoms, fighting against poverty and revitalizing national identity.
The opposition alliance of the National Consensus Forces (NCF) boycotted the political roundtable, saying the government did not respond to its conditions.
The NCF wants the NCP-dominated government to declare a comprehensive one-month ceasefire in Darfur, South Kordofan and Blue Nile. In addition it has called for the issuing of a general amnesty, allowing public freedoms and the release of all political detainees.

UN urged to probe alleged cover-ups and manipulations by its mission in Darfur

Strengthen Peacekeeping Mission’s Rights Reporting, Civilian Protection
(New York, June 25, 2014) – The United Nations secretary-general should investigate alleged cover-ups and manipulation of human rights reporting by the African Union/UN peacekeeping mission in Darfur (UNAMID), Human Rights Watch said today. On June 17, 2014, the prosecutor of the International Criminal Court (ICC), in her report to the UN Security Council, called for a “thorough, independent and public inquiry” into the alleged reporting problems.
In April, Foreign Policy published allegations based on internal reports leaked by the peacekeeping operation’s former spokeswoman, Aicha al Basri, that the mission’s leadership – reluctant to cast blame on the Sudanese government – had failed to accurately report on crimes committed by government forces. These included indiscriminate aerial bombing that killed civilians, and attacks on peacekeepers, such as the attack at Muhajeriya in South Darfur in April 2013 that killed a peacekeeper and injured two others.
“Civilians in Darfur are being killed, and the allegations that peacekeepers looked the other way are devastating,” said Daniel Bekele, Africa director at Human Rights Watch. “The peacekeepers are under a lot of pressure and in a dangerous situation in Darfur, but the Security Council should conduct an independent inquiry into whether rights reports about Darfur have been suppressed or manipulated, and take appropriate action.”
The Security Council, when it renews the operation’s mandate for a seventh year in August 2014, should require the peacekeeping mission to regularly and publicly release its human rights reports, Human Rights Watch said.
The Darfur conflict, now in its 11th year, has intensified over the last year-and-a-half for various reasons, including widening conflict between government and rebel groups across the country, and economic drivers. There have been repeated government attacks on villages resulting in civilian deaths and injuries, large-scale destruction of civilian property, looting of livestock, and the forced displacement of hundreds of thousands of people.
The government has been bombing populated areas, as recently as June 9 based on media reports, and has deployed the so-called Rapid Support Forces (RSF), a pro-government paramilitary force, to attack dozens of villages since February this year. Government authorities have also failed to stop large-scale inter-communal conflict in which government forces clearly participated to support one side.
Among the allegations by al Basri are that the peacekeeping unit failed to report a government bombing campaign in North Darfur in March 2013 to the UN security council, or make clear the government’s role in inter-communal conflicts, including the 2012-2013 conflict at a gold mine at Jebel Amer in which hundreds were killed and more than one hundred thousand people were forced to flee their home.
Fatou Bensouda, the prosecutor of the ICC, which in 2005 opened an investigation into crimes committed in Darfur, supported an independent investigation into the former spokeswomen’s allegations. Several Security Council members have endorsed the call.
These allegations followed an African Union and UN review of the peacekeeping operation that noted the need to increase the mission’s effectiveness in the context of the ongoing conflict in Darfur. The review established new priorities for the mission focusing on mediation between the government and rebels, protection of civilians and delivery of humanitarian aid, and resolving inter-communal disputes. The review did not, however, call for any improvements in human rights reporting, or make recommendations to improve accountability for attacks on civilians and peacekeepers, Human Rights Watch said.
The peacekeeping force has long been criticized for failing to protect civilians or report publicly on violations of international human rights and humanitarian law in Darfur by parties to the conflict, including the government of Sudan. Human Rights Watch and others have documented numerous instances in which peacekeepers did not reach locations where attacks occurred, either because of government restrictions or failing to press hard enough, undermining not just the mission’s ability to protect civilians, but also to report accurately on abuses.
The Sudanese government’s restrictions and chronic security threats to the peacekeepers have hampered the mission’s effectiveness. Attacks on UNAMID forces have killed 58 peacekeepers since 2008, one of the highest fatality rates in UN history, while government restrictions on travel have blocked many planned missions. Despite these restrictions, the peacekeepers have unparalleled access to current, accurate information on developments in Darfur, Human Rights Watch said.
However, public reporting about human rights abuses against civilians, a central aspect of UN work in Darfur since 2004, has all but ceased. The last public human rights division report on Darfur, by the UN Office of the High Commissioner for Human Rights, was issued in January 2009. The periodic reports by the peacekeeping force to the UN secretary-general provide an overview of the situation. However, they usually contain only a few paragraphs on human rights cases, even though the peacekeepers have more than 50 human rights officers on the ground.
“The UN secretary-general has pledged to place ‘Rights up Front,’ and the Darfur mission is now a test case for that approach,” Bekele said. “The conflict and abuses are intensifying in Darfur, making accurate, timely public reporting on human rights abuses more important than ever.”
